While position emphasis is on F-35 Basing and Force Structure, this position will support all requirements of the F-35 Staff Support Task (5th Gen Operational Tactics) to support Headquarters Air Combat Command (ACC), Directorate of Operations (A3), Flight Operations Division (A3T) to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned Lead Major Command aircrew program(s). Serves as a gatekeeper for the administration and processing of publications, guidance memorandums, configuration changes, directives, and notifications.Responsibilities include supporting:• F-35 Site Survey and Programing Plan Site Activation and serve as CAF operations focal point for assessing, recommending, and facilitating permanent new mission basing/beddown proposals.• MAJCOM staff level functions to include incorporating COCOM requirements into training programs and supporting documents.• F-35 total force integration issues, unit manning requirements , and training/readiness taskings.• F-35 Partner Nations and Foreign Military Sales (FMS) operations and training. This includes foreign tactics manual development, assisting SAF/IA with foreign disclosure activities, and supporting foreign CONUS operations and training activities.• Development and coordination of Live Virtual Constructive training requirements; weapons and tactics planning.• Development and documentation of 5th Generation Tactics, Techniques, and Procedures (TTPs) and development and fielding 5th Generation fighter training range requirements.• CAF syllabi development and coordinate exercise participation to maximize training opportunities for the entire F-35 enterprise.• Development of F-35 Joint Technical Documents (JTD) and F-35 Training Management System (TMS).• F-35 and 5th Generation developmental and operational testing activities and safety efforts.• Planning, programming, and budgeting actions and support requirements• Other duties as assigned.

Responsible for oversight of the operations and maintenance services of Air Combat Training Systems on assigned contracts and across multiple locations. Assists the Vice President, Technical Services Division in day-to-day operations of the Technical Services Division. The duties and requirements of this position include but are not limited to the following:• Interface with Government representatives for all contract issues as assigned, including scheduling, planning, and coordinating projects w/direct coordination with MAJCOM CORs.• Implement, enforce, and track safety practices including plans, TTPs, and work instructions.• Perform as Instrumented Training Range technical expert for all technical reviews, working groups and user groups as directed by ACC, USAFE, PACAF, and ANG.• Lead all efforts on Munitions Response and Environmental Services for range cleanup from unexploded ordnance through final range cleanup in accordance with all federal and state/local regulations including informing the public and protection of endangered animals.• Ensure compliance with Quality Management Systems, including ISO 9001:2008/15 certs• Supervise duties of Project Managers, Site Managers, Security Manager, & Safety Manager.• As Member of Quality Review Board, review/approve Quality Improvements in TSD.• Marketing and business development from identifying opportunities; finding teaming partners; writing PM, transition, phase-out and technical sections of proposals; determining manning, tool and equipment requirements for each effort and stand-up of new contracts.• Assist in the recruitment, screening, and hiring of Division employees.• Review final proposals before submission, to include pricing/technical sections.
