Lead the audit function to add value and improve operations, risk management, control and governance processes at the City of San Antonio (7th largest city in the USA with a population of 1.5 million). Plan, perform, and manage Information Technology (IT), performance (operational), and compliance audits associated with the City's many departments (e.g. Police, Fire, Aviation, Public Works, Information Technology Services, Finance). Present findings to the Audit Committee (City Council), management, and others. Ensure compliance with professional (best practice) and governmental auditing standards. Develop annual risk assessment and audit plan, perform and facilitate GAGAS peer reviews, structure and coordinate staff training, develop administrative and audit policies and procedures. Develop computer forensics procedures. Provide testimony in court when required and act as liaison to the Office of the City Attorney. Participate in professional organizations including the Institute of Internal Auditors (IIA), Association of Certified Fraud Examiners (ACFE), ISACA, and others through speaking and writing articles.

Created, staffed, and managed a customer software license compliance audit program to audit over 12,000 PeopleSoft (J.D. Edwards) World, EnterpriseOne, and Enterprise customers in 30 countries. Identified over $67 Million in audit findings resulting in over $36 Million in actual recoveries. Routinely aided the structuring and negotiation of audit settlements, individually exceeding hundreds of thousands of dollars. Hired and managed a staff of six auditors. Oversaw the planning, global logistics, expenses, and audit results of all Customer Auditors. Administered an annual budget of over $1 million to support the audit function.

Planed and performed numerous NetWare, Windows NT, and UNIX based network audits. Performed network security audits including TCP/IP protocol analysis, firewall, and Cisco router procedures. Designed and performed computer forensics procedures for fraud reviews involving corporate computer assets. Acted as the liaison to Federal authorities on criminal investigations.
