Mark manages the German Marshall Fund’s four robust multi-stakeholder public-private partnerships representing well over $60 million in total funding, and just over a quarter of GMF’s annual budget. He has been responsible for conceptualizing a strategy for the organization’s engagement with civil society in the Western Balkans, the wider Black Sea, Belarus, and Middle East-North Africa regions.

Upon Mark's relocation back to GMF's headquarters in early 2012, he conceptualized the framework for a new innovative public-private partnership in an effort to support indigenous reform efforts in the Middle East and North Africa (MENA). Mark partnered with the U.S. government, the Dutch Ministry of Foreign Affairs and IREX to build an independent, multilateral public-private partnership that would provide a wide range of services to entities in the region striving for reform and transition.

Developed GMF's wider Black Sea programming in close partnership with Ronald Asmus. GMF was a pioneer at the time in shifting focus to the region as both the Georgian Rose and Ukrainian Orange revolutions were about to take place. Mark also led the effort to create a new innovative multi-stakeholder public-private partnership to support democratic transition, regional cooperation and civil society development in the Black Sea region. His efforts resulted in the creation of the $30+ million Bucharest based Black Sea Trust for Regional Cooperation.
