Lead efforts within University of Minnesota Extension to engage colleges across the University of Minnesota system, community members, stakeholders, and other partners in strategic partnerships with Extension to further enhance and extend the reach of the University’s research and outreach work.

Develop budgets and financial plans for five complex multi-faceted federal grants and contracts. Negotiate contracts for events, web development, design, curriculum, presentations, and sub-awards annually. Complete financial reports and analysis as well as impact reports. Manage evaluation strategies for federal initiative to include logic model development, strategic planning, training and coaching, technical assistance to ensure implementation fidelity and sustainability, web-tool development, and reporting. Hire, promote, assign work, discipline, and terminate professional, paraprofessional, technical, and administrative staff in support of lab and grant initiatives. Author, develop, and launch online curriculum through a collaborative effort involving Department of Defense staff, university staff, subject matter experts, and technical staff. Assist, advise, interpret, and inform principal investigator regarding progress toward grant goals and objectives. Maintain functional working relationships with subject matter experts, Extension staff, and federal partners to facilitate grant objectives.

Developed a matrixed team of 120 functional IT staff across the Army system to ensure predictable fielding, management, and use of IT systems. Wrote and implemented policies and procedures for Army childcare, youth, and family systems. Worked as a project director to develop a strategic plan to field IT systems in support of child, youth, and family program objectives to include developing policy and procedures for implementation, maintenance, and integration into existing union agreements. Developed input for portions of the federal budget. Oversaw large federal contracts by developing budgets, managing finances, and approving expenditures. Developed, purchased, tested, and deployed information technology systems. Supervised eight professional and technical staff located at region offices worldwide. Developed plan of work through collaborative effort to ensure objectives of all Departments and Divisions were achieved.

Managed Interagency Agreement between DoD and USDA through a decreased budget year, eliminated duplicate staff and functions, consolidated duties, and made the partnership more efficient and affordable. Established a cooperative plan-of-work process for matrixed staff of 20 specialists to ensure full support of project objectives and ensured that staff concerns and ideas were incorporated.

Assisted, advised, interpreted, and informed the project coordinator in technical and administrative functions related to activities, policies, and services of large interagency agreement between DoD and USDA. Developed budget and managed support agreement for purchase of technology items. Designed and managed development of html management tool for Army Family Child Care.

Developed requirements for, purchased, tested, and managed deployment of equipment at 220 locations worldwide; establishing the largest youth technology program in US at the time. Authored program, policy, and procedure documents for the Army’s youth IT program to include statements of work, job descriptions for functional staff, installation guides, operations manuals to ensure consistent installation and day-to-day operations.
