ABSTRACTA past member of the CIVPOL Alumni Association, Police Futurists International (PFI), International Association of Law Enforcement Planners (IALEP), and the International Association of Chiefs of Police (IACP), State and Provincial Police Planning Officers where he held the North Central Board Chairmanship for three (3) years. He holds an International Master Instructor certificate from the International Criminal Investigation and Training Assistance Program (ICITAP)He contracted with Military Professional Resources Incorporated (MPRI), of Alexandria, Virginia in February 7, 2008 to provide instructional assistance in northern Iraqi under the U.S. Department of Justice, instructing Kurdish Assayh Police Administration and Command. His extended stay in Baghdad, Iraq with DynCorp International and the United Kingdom’s Foreign and Commonwealth Office developed a senior management curriculum for the Baghdad Police College, High Institute.He completed work with the Civilian Police Assistance Training Team (CPATT) in Iraq in support of the U.S. Operation Iraqi Freedom training police command officers countrywide in internationally accepted standards for police service. As an International Police Advisor (IPA) his responsibilities provided instruction, tutoring, and mentoring in the areas of administration, personnel development, communications, records management, finance, budgeting, security, and instructor development to the Iraqi government and its career core of police personnel.Dr. Reece returned to Iraq July 2010 with the L-3/MPRI Corporation. He worked along the northern internal disputed boundaries between Kurdistan and Iraq. Assigned to the Ninewa Combined Coordination Center, he mediated and mentored disputes between the primary security tripartite partners; Iraqi Army, Kurdish Security Forces and Iraq Police Services.
