Mark Shaffer is the senior law enforcement advisor for the Office of Global Criminal Justice within the U.S. Department of State. In this role, Mark provides subject matter expertise and advice on investigating mass atrocities, atrocity prevention, international criminal justice and accountability mechanisms for atrocities. Mark serves as a liaison with U.S. State Department embassies, regional and functional bureaus, U.S. government law enforcement and intelligence agencies and with foreign law enforcement and prosecution elements in support of the U.S. government policy to promote accountability for atrocities. Mark is a retired Supervisory Special Agent with 18+ years of leadership experience managing both national and international investigations at Homeland Security Investigations (HSI) field offices domestic and abroad, including 7 years addressing human rights violations and war crimes. Mark most recently served as the Director for the Human Rights Violators and War Crimes Center in Washington, DC, an HSI-led multi-agency effort to ensure those individuals and organizations responsible for the commission of human rights violations and war crimes are held accountable. During his 30 year law enforcement career with HSI, Mark had two assignments at U.S. embassies serving as the HSI Attaché in Mexico City and as the DHS Deputy Attaché in Bogota, Colombia. As a field Special Agent, Mark conducted a wide variety of criminal investigations in the areas of terrorism, gangs, fraud, narcotics, financial and worksite investigations.
