Singapore
Lead a rescue mission for the ongoing Montara FPSO Project. PTTEP acquired the project from a small Australian Operator who initiated the Montara Development in 2007. The project was already in the 26th month of what was to have been an 18-month conversion, and was 135 million USD over-budget when I arrived. My team identified many technical and HSE non-compliances in facility construction compared to the approved Safety Case. At that point, client strategy shifted to a buyout of the FPSO from the Lessor, in order to remove contentious Client/Contractor relations as an obstacle to resolution of the non-compliances prior to mobilization to Australia. Project team responsibilities shifted to providing leverage for client to obtain best buyout price and ended with handover to a subsequent commissioning/modification team.
