Authorized to take all actions necessary to address off-normal events ranging from public demonstrations and hazardous material releases, to earthquakes and medical evacuations, on-call 24/7 for 1 week rotations. Appointed by the Laboratory Director or Deputy Director to serve as the Emergency Director and senior Lawrence Livermore National Security, LLC (LLNS) official at LLNL in an emergency. Act as the EOC Liaison Officer when serving as the backup LEDO, responsible for initiating and maintaining contact with offsite agencies including DOE and other federal, state and local authorities.

Lead emergency planning for the Directorate to ensure emergency preparedness. Oversee Engineering internal informal problem and conflict resolution program (Ombuds), Engineering Records Center. Lead planning, response, recovery, and analysis for off-normal events. Represent Engineering on senior management, institutional, and governance teams concerning operational topics such as security conditions, business continuity planning, and emergency drills and exercises. Oversee operations for all facilities where Engineering is the primary tenant. Lead the planning process for renovation, design, and construction of new Engineering facilities. Represent Engineering for facility investments, site planning, and space management. Communicate effectively with Engineering Divisions regarding integration of technical activities and responsibilities with training compliance, operations, space management and facilities.

Functioned as the primary delegate for the Engineering Deputy Associate Director for Operations (DAD-Ops) on matters including safety, security, infrastructure, financial planning, business continuity, off-normal events and emergency exercises. Served as a member of the Engineering Associate Director's senior management team. Provided direction and guidance to the Engineering Operations Team (Operations Manager, Assurance Manager, Tenant Services Lead, Senior Superintendent, Training Coordinator, Safety Manager and Integrated Safety Team Leader) on prioritized activities. Collaborated with the senior Financial Manager to review Engineering budgets. Developed and executed a strategy for indirect infrastructure investments (incl. $3M in FY22). Provided operations oversight for all facilities where Engineering is the primary tenant totaling 1.2M gsf including laboratory, machine shop, storage and office space. Developed multi-organizational agreements for tenancy and procedures for use of space. Provided leadership within the Engineering senior management team in formulating, implementing and monitoring the Directorate's long-term strategic operational plans and priorities. Championed excellence and best practices in formulation, communication and effective implementation of environment, safety, health, security, work control and business practices. Supported the needs of Engineering ombuds program and Engineering Records Center. Implemented operations team planning, response, recovery and analysis for off-normal events. Communicated effectively with the Engineering senior leadership team regarding the integration of technical activities with operational parameters. Served as the primary Engineering POC for COVID evaluation, response and communication. Led the Engineering Operations Directorate Awards Committee and serve as the Engineering representative to the Director’s Institutional Operational Excellence Awards.

A senior manager in the Physical and Life Sciences (PLS) Operations team, Deputy Division Leader in the Nuclear and Chemical Sciences (NACS) Division, supporting science and national security missions at Lawrence Livermore National Laboratory (LLNL), including stockpile stewardship, pre- and post-event nuclear forensic science, nuclear threat reduction, nuclear safeguards and rapid forensic response. Responsible for the safety and security of scientific research performed in radiological work areas, nuclear counting capabilities, chemistry and nuclear physics laboratories, forensic science laboratories and supporting offices.

Responsible for scientific vision, proposals, scope, execution, deliverables, budget, staffing and sponsor interactions on broad range of scientific projects with a diverse sponsor base (total $11.7M), including:* Nuclear fuel cycle research and development,* Radiological contaminant detection, migration, stabilization, decontamination in urban environments following radiological dispersal device (RDD) release or nuclear power plant accident scenarios* Chemical sequestering technologies for both environmental and health applications* Neutralization of B. anthracis spores on historical artifacts.

Initially serving as the APL for Disposal of Nuclear Materials, the role expanded to include Acting Program Leader, encompassing leadership of all aspects of nuclear fuel cycle research at LLNL, including reactor safety, design, performance, technologies, transportation, storage, and disposition of nuclear materials. Responsible for annual $4-6M portfolio, staffing, strategic direction, sponsor relationships, QA and deliverables. Directed the development of new program opportunities, including the definition and development of highly complex research proposals and interaction with potential sponsors and customers, utilizing key knowledge and insights of nuclear fuel cycle related technologies. Performed chemical analysis and chemical thermodynamic calculations to understand the corrosion of nuclear waste canisters at the proposed Yucca Mountain site. Developed novel research concepts and successfully obtained funding to perform research.
