• As the Executive Director for Defense Continuity, supports the Secretary of Defense and the Under Secretary of Defense (Policy) by developing, organizing, and executing a distributed reform agenda that ensures the Department of Defense's continuity policies, procedures and requirements align with the spectrum of disruptive events and that DoD leaders and organizations with continuity roles are aware of, endorse, and able to meet their responsibilities.• Acting Deputy Assistant Secretary of Defense for Stability and Humanitarian Affairs for nearly 3 years in OSD Policy as we established a new governmental-wide Stabilization policy to define roles and relationships for the U.S. government, increased focus on the prevention of civilian casualties, embassy security, humanitarian assistance, disaster response, peacekeeping, international rule of law, prevention of atrocities, human rights, and women, peace, and security.• U.S. Foreign Policy, U.S. Interagency, and U.S. Congress Legislative experienced.• White House, National Security Council (NSC) - Director for African Affairs - authored first U.S. National Strategy Policy Directive for Africa - signed by the President.• Personally advised the President in the Oval Office for meetings with foreign leaders.• Chaired weekly Interagency working groups related to African and CT issues – innovative use of Section 1206 funds for AMISOM – direct and positive advances in Somalia. • U.S. policy for Operation Unified Protector led to the demise of Qadhafi regime in Libya.• Developed legislation for Defense Authorization Bill as Congressional Legislative Fellowship to U.S. Senator John Warner, SASC Chairman• Special Assistant to U.S. Africa Command Commander - incorporating innovative interagency representation and cooperation.• Foreign policy advisor experience to U.S. European Command - including 92 nations. • Strong experience in leadership with twenty years as a U.S. Naval Flight Officer as a Radar Intercept Officer, F-14 Tomcat, and Bombardier-Navigator, A-6 Intruder, with 2,500 flying hours, 650 carrier traps, 4 aircraft carrier deployments flying over Iraq, Bosnia, and Somalia, and he led combat missions over Iraq.• Masters in National Security from the U.S. National War College, a Master of Business Administration, and a B.S. in Mechanical Engineering from Norwich University.
