As Engagement Manager of the capital budget execution improvement team for The Task Force for Business Stability – Iraq (subcontracted through Grant Thornton), Mr. Walker:• Established the improvement strategy for the Government of Iraq (GOI) capital budget planning and execution lifecycle, through the office of the Minister of Planning.• Defined and implemented process improvements for all stages of the GOI capital budget planning and management process, from feasibility studies through post implementation review.
