Managed the relocation of the DCRI’s application services to Duke Health Technology Solutions’ (DHTS’) new data center. Migrated or retired 23 Java-based applications and led efforts to deconstruct and dispose of all data center hardware. Moved DCRI from FootPrints, the organization’s service management application to ServiceNow. Worked with application development and infrastructure staffs to introduce a formal change and release management process. Initiated and managed the organizations patch management program. Implemented Tivoli Service Management to manage IT assets and distribute patches. Implemented several large-scale software implementations and upgrades to include Saba LMS, FogLight, QuestLink and Planisware. Mentored DCRI PMO project managers.

Managed cross-functional, multi-national IT projects to upgrade Fidelity’s primary call center application and the software that supported the business’ HR outsourcing service offerings. Led teams to develop a new standard desktop image and distributed that image to 12,000 PCs. Led matrixed teams totaling 70 people.

Led projects to design, develop, test and deploy sof360 – a customized .NET and SQL Server-based knowledge management application for the United States Army’s Special Operations and Civil Affairs / Psychological Operations communities. Met with customers to create visions and develop stories. Authored proposals and project plans. Met with the customer monthly to deliver and demonstrate software, to maintain the backlog and to prioritize upcoming work. Used adapted msf:Agile project management methodologies. DoD Top Secret Security Clearance. Supervised a team of 10.

Provided a solution that enabled aircraft maintenance leadership to see the costs of flight operations and allowed the comparison of cost data across flying units, mission types and aircraft types. Trained and mentored other project managers to prepare them for their PMP certification exam. Worked within the organization to implement processes & procedures and to gain a CMII level 2 accreditation. DoD Secret clearance.

Grew the US Air Force territory from $30,000 in annual revenue to over $1.5M achieving 129% of sales target in FY03. Met with potential customers to understand business pains, current programs and processes. Worked with pre-sales engineering staff and consultants to deliver solution visions with cost/benefit analysis. Built relationships and partnerships with systems integrators. Established formal proposal response methodologies using those developed by Shipley Associates. Implemented Pragmatech Software’s RFP machine and populated the database for use within the public sector group.

Led IT projects to improve the North Carolina Department of Health and Human Services' (DHHS') services to the state’s citizens. Led projects to: modernize an aging data center ($5.2M equipment refresh) and enable cross-program technology sharing by providing an accurate charge-back process. Managed five senior consultants.

Provided IT services to 1,800 Onizuka Air Station users. Responsible for desktop services, local area network, telephone operations, service desks and information security office. Directed projects to upgrade server hardware and operating systems, implement a new tape backup system, migrate to Microsoft Exchange, and replace an outdated firewall and switching infrastructure. Managed a staff of 60. Led IT projects to close the installation and transfer business functions to other Air Force installations. TS/SSBI+ clearance.

Provided information technology services to 800 staff members of the Tanker Airlift Control Center – the primary flight operations center for the Air Force’s cargo, refueling, medical evacuation and executive air fleet. Responsible for the center’s desktop support, LAN, service desk, telephone switchboard and satellite communications. Managed a 24x7 satellite communications operations center, two video teleconference facilities and a four-screen, multimedia conference-center. Authored the IT portion of the business continuity plan and led the IT efforts to perform a live test of the continuity plan. Managed communications, cryptography and tactical air navigation aides in support of Air Mobility assets participating in joint special operations activities. Supervised a staff of 39 people. TS/SSBI+ clearance.

Directed five major telephone switching system and cable plant installation projects totaling $32M (in FY88 dollars). Installed new, Nortel DMSs and Meridian PBXs, cable plants and plant records & billing software for United States military installations located in Europe. Coordinated with host nations to ensure compliance with local regulations.

Led evaluation teams traveling to locations in the Pacific, the United States and in Europe to evaluate the local staff’s abilities to support the Department of Defense’s secure voice and data communication systems. Supervised a staff of 10.
