Implementor of the bi-national Defense Cooperation Agreement (DCA) between the US and the State of Kuwait. ➣ Managed a budget in a constrained environment of over $750MM, increased reimbursables from $12MM to $150MM in 12 months, and oversaw the start of $250MM+ in new construction for Fiscal Year 2023 while managing an $1B+ contract portfolio. Competed for and was awarded over $25MM in construction grants.➣ Command included Directorates of Public Works, Human Resources, Resource Management, Emergency Services, Host Nation Affairs, Moral Welfare and Soldier Recreation, Airfield Operations, Equal Employment Opportunity.➣ Conducted Internal Relations and Public-Private Partnerships, Public Affairs, Strategic Planning, Safety, Religious Community, Legal Support, and delivery of Soldier Welfare activities.➣ Served as garrison Integrator for multiple General Officer commands and 15 Mission Partners with critical combat mission in the CENTCOM area of operations.➣ Accountable for sustainment and investment in over 8,000 facilities, energy and water utility infrastructure, transportation, and communication infrastructure.➣ Awarded over $7MM in Energy Resilience grants from the Department of Energy in 2023.

Coordinates all operations with mission partners to include US and Canadian national leadership, NGB, USCG, DHS, FEMA, FAA, NGA, NSA, CIA, FBI, and the US Secret Service.
