Low Carbon Contracts Company and Electricity Settlement Company are private companies owned by Department of Energy and Climate Change. LCCC manages Contracts for Difference which subsidise low carbon electricity generation and ESC manages capacity payments to electricity generators ensuring security of supply. Both are funded through levies collected from electricity suppliers. Contracts held by LCCC are valued at £18.8 billion and ESC £2 billion.Responsibilities:Part of the set up team ensuring that robust systems & business processes are put in place for LCCC/ESC.Being familiar with policy & regulations governing LCCC/ESC ensuring the companies deliver as required and inputting on future consultations in these areas. Work closely on key points of integration between LCCC/ESC and its Settlement Agent, National Grid, DECC and Ofgem.Representing ESC on the Operational / Project Programme Boards consisting of ESC, DECC, National Grid and Ofgem.Set out and operate clear roles, accountabilities and responsibilities across the functions within LCCC/ESC – this includes the supplier obligation & forecasting management, contract management, procurement, legal, strategy & policy and communications teams.Main point of contact for all policy and operational settlement related issues and queries within the LCCC/ESC. Keeping abreast of changes in policy which impact the settlement operations and processes and ensure the necessary change management methods are in place to update processes, resourcing needs, and technology changes across LCCC/ESC and ensure that the settlement agent also reflects these agreed changes.Manage the ongoing settlement operations of LCCC/ESC including the operational relationship with LCCC/ESC’s external settlement services provider. This includes being a member of Operational / Project and Executive Management Boards.Metering Assurance Lead.Presenting on behalf of LCCC/ESC at industry events.
