Leads the National Institute on Alcohol Abuse and Alcoholism (NIAAA) Contract Management Branch (CMB), directing and supervising three Contract Specialists and one administrative assistant. Manages the Institute’s portfolio of approximately 30 contracts, most of which are for R&D or R&D Support activities, and include cost-reimbursement, cost-sharing, fixed-price, and performance-based type contracts. Responsible for developing the Institute’s Acquisition Strategy. Advises senior Institute managers and program officials on the development of plans to provide effective and efficient contract management support, including the degree of competition, appropriate contractual methods and vehicles to be employed to meet program objectives and policy/regulatory requirements. Also responsible for reviewing, analyzing and implementing acquisition policies, procedures, and legal issuances from the DHHS, the NIH, or other Federal agencies.Supervises and directs all pre- and post-award contract actions performed by Contract Specialists, ensuring compliance with all applicable laws, regulations, and policies, and awards contracts prepared by Contract Specialists. Rates the performance of all assigned CMB personnel and helps them to plan and meet their professional development goals. Provides technical guidance to junior and senior Contract Specialists on all aspects of pre- and post-award contract activities. Serves as a resource for other Specialists on contracting and acquisition policies and procedures, providing necessary training and assistance in dealing with various government agencies, contractors, and the public.

Manages the Branch's portfolio of approximately 265 contracts or orders. Most of the Branch's work is in support of R&D or R&D Support activities, and include a cost-reimbursement, cost-sharing, fixed-price, IDIQ, and performance-based type contracts. Responsible for developing the Branch's Acquisition Strategy. Advises Institute managers and program officials on the development of plans to provide effective and efficient contract management support, including the degree of competition, appropriate contractual methods and vehicles to be employed to meet program objectives and policy/regulatory requirements.
