Fulfilled a critical ‘Chief of Staff’ role providing guidance to senior leadership; directing the development and administration of policies, strategies, and resource management related to the $500M annual Naval Oceanography Program (NOP), consisting of over 2,500 personnel. This includes: global meteorology and oceanography operations; positioning, navigation, & timing; and coordination across the federal government and multiple international forums. Provided direction and staffing for Naval Oceanography Program responsibilities and initiatives, to include the coordination of: Task Force Ocean, Digital Ocean Initiative, Task Force Climate Change, Naval Deputy to the National Oceanic and Atmospheric Administration, Geospatial Information System functional manager, Environmental Satellites, Afloat Navigation Systems, Afloat and Ashore Timing Nodes, and Nautical Charts. Served as the senior Echelon 1 Captain in the Oceanography community; responsible to inform, educate, mentor and facilitate communications between all senior naval oceanographers and headquarters (Oceanographer of the Navy, Chief of Naval Operations, Secretary of the Navy and Secretary of Defense).

Responsible for all aspects of the operations, finances, workforce and execution of the Naval Observatory mission to include Precise Time and Time Interval (PTTI - the Master Clock of the Nation); Astrometry (star catalogs and the Celestial Reference Frame (CRF)), Earth Orientation Parameters (EOP), and all Astronomical Applications (astronomical and nautical almanacs & software). $35M annual operating budget. Managed a number of National and International relationships with governments, foreign navies, and scientific organizations as the Department of the Defense PTTI and CRF/EOP Manager. As a designated Naval Research Laboratory, coordinated with the Observatory’s Scientific Director and other federal research organizations on all research and development related to Precise Time & Astrometry and for automated celestial navigation. $4M annual R&D budget.

As Chief of Staff, responsible for the execution of all headquarters and subordinate command administration and operations (2500 personnel worldwide), in order to provide critical environmental knowledge for multiple, all-domain warfighting disciplines and the support areas of Maritime Operations, Aviation Operations, Navigation, Precise Time, and Astrometry.As Deputy Hydrographer of the Navy, focused on the areas of bathymetry, hydrography, mapping and charting; responsible for all International Engagements, Future Plans, and Policy (to include data handling, data release, and foreign agreements). Program Lead and community Subject Matter Expert for Positioning, Navigation & Time, Precise Time & Astrometry, and Arctic Affairs.

Greater Omaha Area

Principal advisor of Meteorology and Oceanography to the Commander, U.S Strategic Command for the global strategic missions, to include: Strategic Deterrence, Global Strike, Space, Cyber-space, Integrated Missile Defense, and Global Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance.
