Responsible for the day-to-day operations of the community health center, its facilities and services.

Coordinate and supervise the successful implementation of strategies that will advance and help promote the Outreach and Enrollment program while observing grant guidelines. Organize outreach and enrollment activities and consumer assistance efforts. Plan and develop training for enrollment specialists, track program progress, and evaluate and resolve constraints. Enable and provide technical assistance and support to staff regarding outreach and enrollment. Identify potential uninsured and underinsured consumers which may qualify for the program’s subsidies. Implement and coordinate promotional tactics and develop useful tools (presentations, brochures, flyers, etc.) to educate and enroll patients and members of the community. Collect and analyze data; prepare scheduled and special reports; prepare information for grant reports; maintain program records and statistical information. Share best practices with fellow organizations and Primary Care Association at state and national venues. Update management team and board members on the program’s development and facilitate strategic program planning.

Work with underserved populations in order to assess their needs and assist them while filing medical insurance or any other medical assistance application. Assist qualified individuals in making informed decisions on the selection of a health plan. Follow-up with consumers who have been wrongfully denied subsidies and assist them on filing appeals. Conduct public education activities to raise awareness about medical coverage options under public and private programs. Interpret and apply policies and procedures related to enrollment and eligibility of different medical assistance programs. Work cross-functionally with other outreach programs to assist diverse communities. Maintain statistical information related to the individuals assisted and enrolled through the program.

Create and implement course syllabus, lesson plans, and activities to meet course objectives. Integrate technology as an instructional tool, including Moodle and online material. Facilitate group discussion and encourage students to examine culture and history of Hispanic countries from multiple angles. Foster student commitment to lifelong learning by connecting course material to broader situations and current events. Also as a SME, design an online Spanish course used across the state by instructors to teach Spanish to students enrolled in the NC Community College System.

Revise required documentation to obtain Driver License or State Identification including; Birth Certificate, Passport, Permanent Resident Card and Social Security Cards among others. Determine eligibility and administer test to Driver License applicants including CDL candidates. Enter applicant’s information in the Drivers and Vehicles Information Database. Collect fees and balance all revenues at the end of the day.

Develop programs to improve department efficiency and evaluate their outcome. Provide procedures and policy courses to employees and managers, and coordinate their implementation. Develop employee motivation and retention programs and techniques. Employee recruitment and selection, and performance evaluations. Order materials, office equipment and office supplies in order to be able to provide to staff when necessary. Enter, maintain and manage information in electronic spreadsheets in order to be able to research and collect data for reports, exhibits and projects.
