Micah is, in his role as senior consultant, currently serving as the team lead on two projects. Micah has, between his teams, a total of five direct reports. One of Micah’s teams is assisting the United States Agency for International Development’s (USAID) State-Owned Enterprise Reform Activities (SOERA) in strengthening Ukraine’s internal control system to protect the Direct Budget Support (DBS) funds given to Ukraine by the United States. Micah has driven responses to direct asks from the Ukrainian Ministry of Finance relating to internal controls best practices, including driving the production of reports, workshops, and more to meet client asks. Micah’s other team is helping the department of Health and Human Services (HHS) to conduct a risk assessment of the Healthcare and Public Health Sector per Presidential Policy Directive 21. Micah has played a key role in managing timelines and in technical work, driving comprehensive literature reviews, Subject Matter Expert elicitation sessions, and statistical analysis of risk results and findings.

National Risk Management Center Contract: Supported the development, implementation, and ongoing management of the National Critical Function Risk Register Initiative. Developed Analytic Hierarchy Process for scenario-agnostic prioritization of National Critical Function. Supported development of SME elicitation procedures to map agency-identified cybersecurity vulnerabilities onto National Critical Functions.(Undisclosed client) Contract: Used SQL to develop recurring and ad-hoc reports for client requiring advanced analytics and SQL familiarity to answer specific questions from top US elected officials. Wrote final year-end report on policy trends, leading a team of analysts to use data to identify those trends. Office of Management and Budget Contract: Conducted extensive economic research and drew on statistical principles to develop cost-benefit analysis model for agencies to use in evaluating the cost-efficacy of mitigation measures against payment integrity risk. Helped to identify “tolerable rate” of improper payments; point at which further mitigation against improper payments is cost-ineffective or has inequitable burden on recipients.
