Delivered Phase 1 of Sound Transit's Research & Technology Strategic Program and planned for later phases of the program. Key deliverables in Phase 1 included:--Regional Data Services Program: A suite of data applications and APIs to provide application developers and transit agencies with a feed of schedule data and real-time arrival data that they can use to deliver transit information to their customers and riders. --Transit Rider Tools: Improved tools for transit riders, including real-time transit information available on transit maps, improved trip planning functionality, real-time transit information availability at stations, and other similar tools.--Improved Parking and Fare Collection: Planning and research efforts to assess the latest technologies in fare collection, parking monitoring, and bike locker payment and monitoring.--Improved Station Information: Parking signage and information study, station signage, and ticket vending machine assessments.I oversee a team of four project managers/coordinators, and we are using principles of agile development, user-centered design, and ongoing process improvements to deliver our projects.

Managed the Regional Data Services program. Our team used Agile methodologies to build a suite of data applications and APIs to provide application developers and transit agencies with a feed of schedule data and real-time arrival data that they could use to deliver transit information to their customers and riders. We provided better information to travelers to reduce stress and eliminate barriers to riding transit.

As senior strategic planner and project manager, my work included the following representative projects: • Analysis of traveler information business models, needs of the general public, and existing transportation conditions to help the client develop a cost-effective, reliable traveler information system.• Implementation of novel business model to allow client to deploy 511 traveler information system telephone number and web page at 15% of the cost of typical system. • ITS strategic plan development for two major transportation agencies, including efforts to assess transportation needs over 10-year horizon along with the budget and staffing implications.• Development of policies, procedures, and institutional arrangements for the City of Honolulu Joint Traffic Management Center.• Negotiation of subcontracts and other agreements with project partners.As marketing director, I:• Developed marketing strategies for ITS start-up company to enable the firm to compete with larger, more established companies.• Led the development process for all of the firm’s proposals, marketing collateral, and web page.• Tracked project leads and directed the marketing efforts of other ICx employees.

Responsibilities included project management and oversight; administration; and marketing. Examples of projects included:• Development of plan for One-Stop Shop for Traveler Information for a rural Department of Transportation to help the client provide cost-effective, reliable traveler information to all residents. • Project manager for regional 511 projects in the Jacksonville and Ft. Myers, Florida, regions to allow the state DOT to fill gaps in its existing traveler information services. Tasks included developing the Concepts of Operation, soliciting input from FDOT project leads and other stakeholders, development of the Project Concept Report, System Requirements, Systems Engineering Management Plans, and Project Managements Plans.• Lead author for Version 3 of the 511 Guidelines for the National 511 Coalition, a task force led by the American Association of State Highway and Transportation Officials.

Managed ITS projects, including six-year, $40 million TravInfo/511 Design-Build-Operate-Maintain contract, with primary responsibility for all project elements, including initial procurement, data collection, data fusion, development of the 511 telephone number and the 511.org web page, relationships with public and private sector partners, and overall project management. • End result of the project was a traveler information telephone number that currently receives over 500,000 calls per month, as well as a web page that supports over 2,000,000 user sessions per month. • The project’s signature element is the point-to-point travel time application, which allows users to get current travel times between any two points in the region. This was the first system in the country to provide this feature. • The project included development of a data collection system (needed to support the travel time application) at less than 50% of the cost of previous traffic data collection networks.
