Reporting to the VP Finance and Operations, I’m responsible for the day to day operations of the accounting department in a consolidated environment with our subsidiary in the UK. Multi – tasking, I process cash receipts, manage accounts payable , payroll via ADP and prepare monthly financial reports, budget v actual. I manage the audit process from audit schedules, financial statements and form 990.

As Controller, I report to the Chief Operating Officer and have multi-faceted responsibilities that include:• Directing and overseeing day to day operations of the accounting department responsible for all financial operations including general ledger, cash receipts and disbursements, payroll processing/filings, investment management;• Preparing and distributing monthly financial statements and other analytical reports;• Supervision of an Accounting Assistant and temporary accounting workers;• Serving as staff liaison for the Finance Committee and Board of Directors on financial matters including coordinating the preparation of $4.6M annual budget; • Comparing financial performance with approved budget;• Monitoring compliance with grant restrictions;• Administering all employee benefits and corresponds with tax authorities;• Preparing schedules for the annual audit and tax return; and• Interacting with managers to ensure compliance with the budget, established standards and controls

As Manager of Accounting, I reported to the Controller and was responsible for the following:• Managed and supervised overall financial operations of a 5 person accounting department; • Managed payroll, accounts payable, grant management and general ledger functions;• Performed bank reconciliation and analyzed general ledger accounts;• Prepared monthly financial reports for distribution to management;• Ensured timely filing of payroll returns, retirement contributions and health benefits; and• Prepared schedules for the annual audit and tax return• Managed cash for State Department, DHHS and other government and or private sector grants and contract payments to member agencies for Resettlement and Placement and Matching Grant programs by EFT and checks.

As Controller, I reported to the Executive Director and a 5 Member Executive Committee of the Board and was responsible for a full range of activities including:• Managed all finances and accounting functions for a 10,500 member National Not-for Profit 501C4 and 501C3 Foundation with a $2.5 million budget and 20 employees;• Supervised 4 employees responsible for processing all accounting transactions including cash receipts and disbursements, and payroll processing;• Prepared monthly financial statements for management and the National Treasurer; • Coordinated annual audits and prepared all audit schedules; • Developed annual collaborating with Executive Director and Executive Committee of the Board;• Co-managed human resources functions, maintained all personnel records and administered all health insurance programs and benefits;• Administered banking arrangements, developed appropriate procedures and controls to provide for receipt, custody and disbursement of organizations liquid assets;• Established and coordinated policies for investments in conjunction with the Treasurer and Finance Committee; and• Managed and invested excess cash in short-term Jumbo CD’s to maximize earnings on idle funds

• Provided accounting services to government agencies including, but not limited to, Small Business Administration, Legal Services Corporation and Federal Emergency Management Agency;• Performed financial and operational audits and tax services to a variety of small business, corporation, partnerships and sole proprietorships and profit and non-profit organizations;• Compiled and reviewed annual financial statements;• Applied auditing standards and techniques to determine how to approach problems; examine resources of information and documents; provide recommendations for improvements;• Assisted in the development of procedures to enhance the account reconciliation review process, which improved the accuracy of financial statements and accounting department reliability;• Redesigned and strengthen accounting procedures eliminating unauthorized spending variances for certain for certain clients;• Assigned to Federal Emergency Management Agency (FEMA) to evaluate and document the liquidation of obligations process and prepare standard operating procedures;• Reviewed Treasury confirmation reports and internal SF 224 reports;• Assessed the Financial Accounting and Reporting System (FARS) to reconcile out-of-balance manual schedules, SF 1165 manual schedules and electronic Certification System payments; and• Identified subsystems to be corrected and prepare journal vouchers, identifying in excess of $10 million dollars in out-of-balance schedules for FY 1991-1995 period.

• Developed and coordinated preparation of financial data and documents for the Agency’s $300 million consolidated operating budget request; • Reviewed and edited departmental budget submissions for Congressional and OMB briefings; • Monitored and evaluated monthly departmental budget activity for multi-level cost center utilizing PC spreadsheets

• Performed special purpose audits and investigations of the operations of agency service recipients and grantees, leading to the discovery and recovery of misappropriated Federal funds and termination of some grantees;• Supervised teams of auditors on monitoring visits to Legal Services Corporation (LSC) recipients and prepared written reports to the President and the Board of Directors;• Developed audit programs, operational policies and procedures and audit and accounting requirements for LSC recipients; and • Served as Staff Auditor with L.S.C., performing various compliance audits.
