I have more than 30 years of experience in land use planning, CEQA/NEPA compliance and environmental planning and permitting. I have worked as a City Planner for the City of Lake Elsinore and a Planner for the Riverside County Waste Management Department. My experience includes solid/hazardous waste planning, recycling program planning, and Phase I and Phase II Site Assessments. I have provided California Environmental Quality Act (CEQA) compliance and project management for a variety of projects and have managed and/or coordinated the CEQA and NEPA environmental compliance documentation for numerous public and private development projects in southern California, including Categorical Exemptions, Negative and Mitigated Negative Declarations, and Focused and Program Environmental Impact Reports, and Environmental Assessments.My experience also includes solid/hazardous waste planning and recycling program planning, and I have considerable experience in conducting/coordinating solid waste planning and permitting activities. These activities have included overseeing Landfill and Transfer Station/Material Recovery Facility permitting, Closure and Postclosure Maintenance Plan development, Source Reduction and Recycling and Household Hazardous Waste planning and implementation programs, providing California Environmental Quality Act (CEQA) compliance, and project management for a variety of projects. In addition I have completed more than fifty Phase I and Phase II Environmental Site Assessments in compliance with ASTM and Federal Standards including coordination of twelve Land Transfer Audits for the U.S. Department of Interior, Bureau of Land Management in addition to those prepared for for public agencies and private clients throughout Southern California.
