I am part of a team of three that manages the Turnpike’s $6.5 billion ten year Capital Plan. The plan is updated annually through coordination with leadership from multiple departments, and requires obtaining approval from the Commissioners.Our team is also responsible for maintaining the Turnpike’s Long Range Plan, Strategic Plan, and Department Business Plans.I manage the Independently Funded Program, which consists of projects legislated in one of the Turnpike Enabling Acts. The Independently Funded Program is funded from a percentage of the revenues collected from the Oil Company Franchise Tax. I maintain the plan in SAP, have developed a cash flow model to plan project funding from projected tax revenues, and process project invoices.I am the Turnpike’s Federal Funding expert due to my prior experience at PennDOT. I coordinate Federal Funding requests for authorization, or amendments to existing authorizations with my counterparts at PennDOT. We currently have $200 million in Federal Funding that I am managing. I am also responsible for assisting our auditors when an audited project utilized Federal Funds.I developed an application called the Contract Status Database to track all active Engineering design and construction contracts. Prior to this application, there was no way to see the status of our portfolio of active projects. Our Engineering Project Managers update the milestones and status of their projects at a minimum of once per month. Reports are generated and monthly meetings are held to discuss changes in individual project milestone dates.The Contract Status Database also tracks our coordination with DEP, County Conservation Districts, and the Army Corp of Engineers. It tracks the status of environmental permit applications, correspondence with the coordinating agencies, and permit numbers and their expiration dates. Another module in the application tracks environmental mitigation reporting post construction project completion.

I supervised the obligation of $1.6 billion dollars in Federal funding annually. This responsibility included the supervision of employees who reviewed and processed requests for Federal fund authorizations. I also reviewed all reimbursement agreements prior to execution by the Department.I was the first DOT employee in the nation trained to facilitate Decision Lens sessions. Decision Lens is a software solution and process for identifying, prioritizing, and analyzing resource investments. It is particularly useful to prioritize long range plan projects or selecting projects for a cash constrained program.I researched alternative transportation funding sources, tax systems, and fee structures used in other states and countries. Developed funding scenarios from the most promising funding sources. The results of this research were studied by the consultants to the Transportation Advisory Committee (TAC) for the Transportation Funding Study, which fueled the push for the enactment of Act 89 of 2013. As part of the effort to secure additional State transportation funding, I managed the project to develop an interactive website to display the projects constructed under various funding scenarios. I coordinated the submission of projects from the 11 District Offices, directed the mapping of projects, and managed consultants developing the website.I was the Department's liaison to the Transportation and Infrastructure Committee of the U.S. House of Representatives concerning the status of projects utilizing funds from the American Recovery and Reinvestment Act of 2009.I started the Local Data Collection effort to collect data on local roads and bridges. I apprised the Transportation Advisory Committee (TAC) of the Department’s efforts and progress regularly. I organized a group of volunteers to digitize missing local roads and bridges in the GIS system. I hosted regular meetings with the stakeholders to get input and update them on our progress to date.

I developed interactive websites for internal and external customers. These websites were developed using one or a combination of the following scripting languages: ASP, Cold Fusion, Javascript, or Perl. I designed, setup and maintained all of the databases used in my projects and was also responsible for the installation, upgrade and maintenance of the servers that hosted our sites. During my time with the CSIU, I also had the opportunity to coordinate the implementation of a new branch office's network connectivity, and technology purchases.

I worked on the University Area Joint Authority GIS, and Elk County Tax Assessment GIS projects. I was the fastest and most accurate map digitizer in the State College office. I also scanned aerial photographs and maps for engineering and GIS projects.
