Led senior team of civilian PhDs and Engineers in producing numerous impactful research studies for senior corporate leadership (Secretariat level and CNO) and the Fleet, to include comprehensive evaluations of Navy Leadership Navy’s Overseas Drinking Water Program, Emergency Management, Ethics & Integrity, Sexual Assault Response and Prevention, and Department of the Navy Hiring Practices.  The IG’s appointed subject matter expert for an investigation involving allegations of a cancer cluster associated with potential personnel exposureto physical and chemical hazards in and around a military installation in Guantanamo Bay, Cuba. Provided the IG, general counsel and SECNAV with exposure assessment and risk communication briefings, ensuring senior leadership clarity on a topic of significant health and media interest. Participated in area and command IG inspections of Echelon II commands. Served as the Navy’s Industrial Hygiene Officer (IHO) Specialty Leader (community’s lead advisor on IH and career matters), providing professional consultation and community status updates to the Navy Surgeon General, in addition to professional mentorship and career direction & development for over 120 IHOs Navy-wide.

 Served as Principal Investigator for three projects funded by the U.S. Army Natick Soldier Research, Development & Engineering Center, as well as the Office of Naval Research (ONR), totaling over $700K. Focused on potential human health effects of using various chemical repellents for mosquitoes and the effectiveness of permethrin pre-treatment of uniforms, as well as characterizing the noise levels in designated auditory recovery areas onboard aircraft carriers. Carrier research results were utilized to assist in noise attenuation efforts in the auditory recovery spaces.  Director of the the Industrial Hygiene analytical instrumentation laboratory, which included GC/MS and Fourier Transform Infrared instrumentation and employed a number of traditional and novel sampling methodologies. Course director for 4 academic courses. Successfully guided 15 joint service Master’s and Doctoral students to graduation as their major advisor/technical advisor.

 Provided predictive environmental health/force protection analysis for European, African and Southern regions, elected officials and policymakers, to include reporting for the Secretary of Defense and President of the U.S. Assigned to U.S. Southern Command J-2 as the NCMI Subject Matter Expert covering medical capabilities, infectious disease and environmental health threats in the wake of the January 2010 Haitian Earthquake. Guided a team of medical intelligence analysts in support of the DoD, non-governmental organizations, national and international partners, and elected leaders; produced over 150 analytical reports for the combatant commanders and joint task force commanders supporting the ‘whole of government’ Humanitarian Assistance/Disaster Response efforts. Personal efforts also included coordinating sampling and analysis efforts with IH teams on the ground in Haiti for sampling asbestos and other environmental contaminants as a result of the many collapsed structures throughout the country, as a direct result of the earthquake.  As collateral duty Safety and Occupational Health manager for the command, ensured that employees in need of reasonable accommodations were provided with necessary assistive technology/equipment and that any other support-based measures were taken in a timely and effective manner. Ensured any injuries were reported via correspondence with the Office of Workers’ Compensation Programs and any injuries were annotated on appropriate CA forms and submitted.

 Focus of doctoral studies was the development and validation of novel, field-portable, trace-level toxic chemical sampling and analysis techniques (chemical warfare agents and their surrogates), employing an innovative high surface area solid phase micro-extraction chemical collection method coupled with Gas Chromatography-Mass Spectrometry analytical instrumentation. Major advisor was Dr. Philip Smith, current OSHA Salt Lake Technical Center Director. Research involved working closely with the U.S. Marine Corps (Chemical and Biological Incident Response Force), Allied forces (Defence Research Development Centre-Suffield, Medicine Hat, Canada) and the Counter-Terrorism and Forensics Science Research Unit of the FBI Academy (Quantico, VA) on mutually beneficial, novel trace-level chemical collection and analysis methods. Completed doctorate research and awarded Ph.D. in Environmental Health Science in 2010.
