About Michael Talbot

I am a specialist in technology and innovation policy. I am currently focusing on: consolidating the UK's position among world leaders in the testing, development, and deployment of connected and automated mobility (CAM) technologies and services; highlighting the integral role of CAM techs in achieving net zero targets sooner; as well as securing sustainable economic benefits for British industry and unlocking social benefits for society. Since 2016, I've worked on developing CAM Testbed UK, the UK's world class, comprehensive testing and development ecosystem, both with CCAV and with Zenzic, channelling £200 million of investment to unite industry, government and academia in the move to a safer, more inclusive and productive mobile future. I am on a founding member of the UK Government's Centre for Connected and Autonomous Vehicles (CCAV), in 2015, before which I had roles identifying the opportunities for emerging technologies to transform UK plc and government policy objectives delivery (Cabinet Office-Govt Office for Science Horizon Scanning Programme Team) and international promotion of UK low carbon technologies (UK Trade and Investment, now Dept for International Trade).

I've been working on the UK's CAV testing infrastructure for the past three years so it is a real pleasure to help deliver something that I've had a leading role in designing.

I jointly led the establishment of CCAV, an ambitious joint policy unit between the Department for Business, Energy, and Industrial Strategy and the Department for Transport that was announced in July 2015. As part of the UK’s Industrial Strategy, CCAV aims to make the UK the one the top locations for the research, development, and demonstration of connected and autonomous vehicle (CAV) technologies. I run the £100 million CAV testing infrastructure programme, matched by industry to £200 million. As part of this programme, I led,o Creation of MERIDIAN Mobility Technology, the industry-led “CAV hub” for the coordination and promotion of the UK’s national CAV capabilities.o Delivery of the first £51 million competition, featuring four winning projects upgrading and integrating several of the UK’s world-leading testing facilities to create an end-to-end testing offer across virtual, controlled, and public (real-life) testing environments.I also lead development of the "UK Offer" in the CAV sector, working closely with industry, academia, and international governments.
