Construction Manager - Project QA

- Conducts a variety of testing, project specific observations and inspection duties in support of advanced transportation engineering operations such as construction and/or complex maintenance contract inspection for roadway maintenance. Essential duties include: Operating test equipment and conducts testing (example: Soil Density and Moisture), and providing assessment of data through reporting and documentation from test results, Read/Interpret Plans and Specifications, and training other employees. Responsible to a licensed professional engineer who has full authority for approval of all work. This position required continuous contact with contractors. Enforced and adhere to safety practices and policies to ensure safety of others who may be affected on the jobsite. Most issues were handled at the occurrence when possible and rarely when possible referred to the supervisor/project engineer.

Construction Inspector

Performs work related to transportation engineering activities such as construction inspection; routine, non-routine and contract maintenance inspection; laboratory tests; surveying and use of surveying instruments; roadway maintenance; preventive and minor maintenance on equipment; helping the public during emergency situations; construction record-keeping; plan review; shop drawings; traffic control inspection or training other employees. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.• Inspect barricades to ensure compliance with barricade standards.• Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.• Maintains a daily activity of work in progress and status of completion.• Completes pay sheet for actual work completed

Quality control position created to monitor current service contract for the Dallas/Fort Worth and North Texas area. This position’s primarily responsible was to create and manage a Preventive Maintenance Program from the field perspective, ensuring that Service Level Agreement are met, that execution is sound and that out of contract work is vetted and quoted through four major phases: Planning, Scheduling, Communication and Execution. Executed an aggressive quality control inspection schedule for 65 facilities of the Yum! Brand, Corporation ensuring deliverables of the contract are met and exceeded in the field. Reducing facility managers service calls by 20% through value engineering of the maintenance service parts inventory, and by focusing on pre and post field quality control inspections.

- Senior Noncommissioned Officer (SNCO), serviced as superintendent in charge of the largest Program Flight in Air Combat Command for 99th Civil Engineer Squadron, Nellis Air Force Base, Nevada; liaison to Base Civil Engineering Commander and the squadron’s 3 sections made up of 45 engineering personnel and five craft service centers. Managed roof indefinite delivery/indefinite quantity (IDIQ) service contracts for base facilities by identifying needs of the customer and working with the contractor throughout the construction process. Identified several improperly installed roof flashing areas, ensured proper step flashing technique meet contract standards - saved over $200K in corrective repairs.- Responsible for performing contract compliance inspections, progress documents and preparing final reports to certify project completion. As team lead Quality Assurance Evaluator (QAE) in spearheading a 4.9-million-dollar base water main repair project. I ensured timely inspections and deconflicted water outages with base community to meet scheduled requirements to restore and increase base capacity - keeping fiscal year 2012 projects on track.

- Senior Noncommissioned Officer (SNCO), servicing as superintendent in charge of the Engineering Section for 612th Air Base Squadron, Soto Cano Air Base Honduras - tasked with providing Quality Assurance (QA) support, Computer Aided Drafting, Construction Surveying, and Geographic Information System (GIS) mapping to Joint Task Force-Bravo. Spearhead creation of a helipad waiver package for 228th Aviation Regiment operating a fleet of helicopters used for medical evacuations, counter-narcotics missions, search-and rescue and disaster relief throughout Central America. Identified and obtained Federal Aviation Administration (FAA) waivers or modifications for 17 out of complianceairfield obstructions - enhanced mission by doubling overall airfield capacity.- Monitored and documented ongoing construction of new base dining facility; required to accommodate 650+ assigned military personnel. As the primary Quality Assurance/Construction Inspector for the 2.7-million-dollar dining facility project; executed duties by documenting project discrepancies, researched viable resolutions, enforced safety program requirements, ensured that the project complied with all relevant US/Honduran regulations, labor laws, zoning regulations while adhering to all stringent construction specifications. Dining facility was completed under budget and 2 weeks ahead of target completion date.

- Noncommissioned Officer (NCO) in Charge of Simplified Acquisition Base Engineer Requirement (SABER) and indefinite delivery indefinite quantity (IDIQ) contracts for 52d Civil Engineer Squadron, Spangdahlem Air Base, Germany. Primary duties were to supervise five military and one civilian quality assurance evaluators (QAE) and provide support for 19 base wide service contracts totaling 4.8 million dollars by ensuring QAE personnel review and be familiarized with all service contract and their specification; inspect any work in progress and upon completion confirm satisfactory level of workmanship while ensuring labor laws and regulations are being observed. While serving in support of SABER, I managed the 190,000-dollar new security control center project, by monitoring and assessing effectiveness of the contractors in meeting contractual requirement, both technical and administrative - thus successfully integrated force protection and emergency response teams into one location required to streamlined fire and law enforcement actions.- Developed indefinite delivery indefinite quantity (IDIQ) contracts statements of work and technical documents for advertisement and award of new base services. Using acute attention to detail I expertly provided service contracts for 52d Fighter Wing missions and personnel, by obtaining facility manager’s service application, quantify requirements, generate site inspection report for determination by base contracting office - helping the wing to earn the 2008 Commander in Chief’s “Installation Excellence” Award.

- Noncommissioned Officer (NCO) in Charge of Computer Aided Drafting, Surveying, and Geographic Information System (GIS) mapping section for 51st Civil Engineer Squadron, Osan Air Base, South Korea in support of a 500-million-dollar design and construction program. Responsible for data collection and analysis for engineering projects. Coordinate GIS data elements updates with shop personnel and base-wide organizations; converts survey data into information used in the design and troop deployment process. Ensuring accuracy of updates for over 268 infrastructure maps need to helped plan a required beddown for 24 aircraft and 1,500 personnel, which greatly contributed to the 51st Fighter Wing’s overall “Excellent” rating for the 2007 Headquarter Pacific Air Force Operational Readiness Inspection in the ability to survive/operate command & control.- Responsible for managing Osan Air Base’s explosive arc map updates - required to establish safe distances from base population; by using Optical and Global Positioning System (GPS) surveying equipment to collect and help the 51st Wing Safety Office interpret results vital to the elimination of 2.5 million pounds of munitions from the local off-base community.
