Michael Paparian has over 35 years of experience developing and implementing California environmental, energy and finance programs. He currently promotes green bonds as Calif Rep of the Climate Bonds Initiative, assists with environmental finance, works on climate change solutions and helps groups working on deploying clean cooking options for the poorest people on the planet.Previously, he was Deputy State Treasurer for California Treasurer Bill Lockyer, working on environmental, health and education policy and financing issues. He was Executive Director of the Calif Pollution Control Financing Authority. In that role, he oversaw several environmental financing and grant programs, including bond issuance, assistance for brownfields clean-up, waste and recycling facilities, and small business loans.Prior to CPCFA, he was Special Consultant to the Calif Environmental Protection Agency, helping to implement Governor Schwarzenegger’s Green Building Executive Order and implement an Environmental Management System for the Cal/EPA, achieving certification to the ISO-14001 standard. As a member of the Calif Integrated Waste Management Board, he was a leader on electronic waste, product stewardship/manufacturer responsibility, tire recycling, public participation and “greening” state government. He successfully pushed the Waste Bd to be the first state agency in the country to adopt zero-waste as a goal. He led the efforts from within Cal/EPA to develop California’s e-waste legislation. Mr. Paparian worked for the Sierra Club for 22 years and served on Boards/Commissions as diverse as the SolarCal Council, Hazardous Waste Mgt Council, Commission on Building for the 21st Century, National Electronics Product Stewardship Initiative, World Conservation Union Commission on Environmental Strategy and Planning, and others. He holds Degrees in Biology & Psychology from Univ of Calif at Santa Cruz and a Masters Degree in Environmental Planning from Calif. State Univ.
