Natural resources management consulting with a focus on marine fisheries management and coastal development. Services include policy research, development, and analysis; strategic planning; stakeholder outreach; and meeting facilitation for agencies and organizations.

Represented the state of North Carolina on the federal and interstate fisheries management bodies (South Atlantic Fishery Management Council, Atlantic States Marine Fisheries Commission) and regional collaboratives; developed, analyzed and presented position and policy statements to state and federal decision-makers; served on internal agency teams responsible for development of policies, rules and fishery management plans; coordinated implementation of interjurisdictional fisheries management measures; managed time- and issue-sensitive special projects as needed on behalf of division and department; collaborated and communicated with a broad range of stakeholders, including commercial and recreational fishing interests, environmental advocates and Congressional staff.

Chaired the Council’s largest species management committee; guided discussion, decision-making and policy implementation regarding complex and controversial management issues; provided input to Council staff on agenda items, presentations and fishery management plan development as needed; initiated Snapper Grouper Visioning Project (December 2012) to develop proactive plan for future management of mixed-species fishery in collaboration with stakeholders.

Represented positions of federal fishery management body responsible for sustainable management of fisheries resources in federal waters from North Carolina through the Florida Keys; worked closely with Council members and staff, federal agency staff, and South Atlantic stakeholders; guided agenda development and policy implementation; represented the Council at meetings of national federal fishery management council leadership body (Council Coordination Committee) and workgroups; served as Council's representative on Steering Committee for the Southeast Data, Assessment and Review (SEDAR) stock assessment scheduling and coordination process; participated in development of national policy positions.

Assisted Council Chair in representing Council positions to stakeholders, other regional fishery managers, and state and federal agencies; participated in semi-annual meetings of federal fishery management council leadership body (Council Coordination Committee) and workgroups.

Chaired the Council’s committee focused on fishery-dependent data collection; guided discussion, decision-making, and development of alternatives regarding improvements to data collection methods; oversaw development of Council’s amendments to implement electronic dealer reporting and electronic headboat reporting.

Represented NC Fisheries Director as designated ongoing and management board-specific proxy on interstate fisheries management body charged with sustainable management of coastal fisheries from Maine to Florida; served as Shad & River Herring Management Board Vice-Chair (2010-2011) and Chair (2012-2013) during development of Sustainable Fishery Plans; coordinated state policy-level positions regarding species and issues impacting North Carolina stakeholders and resources.

Developed and presented organization positions at state, federal and interstate levels of fisheries management; provided education and outreach to fishing community regarding innovative management tools; presented public testimony to state rule-making commissions regarding coastal development and marine fisheries issues; engaged and aided grassroots citizen groups in influencing decision-makers; served as an environmental community representative on various stakeholder resolution processes.

Provided scientific and technical support for Ecosystem Restoration and Oceans programs; represented organization at technical and policy meetings and workshops related to fisheries and water quality issues throughout North Carolina; prepared and presented organization position statements for public record.
