Internal Project Manager for a $19.4M Motorola Solutions Inc. police two-way radio legacy subscriber refresh. Entrusted with the responsibility to innovatively develop and implement the replacement strategy outfitting the agency with 3,200 portable and mobile two-way radios. The project included the distribution of more than 30,000 pieces of equipment. Sought out and secured an additional $1M in funding; used to retro-fit decades old test equipment upgrading to the AeroFlex platform, while installing the DiagnostX Digital-Over-the-Air Waveform Analyzer from LocusUSA at all system site towers to identify failing mission critical first responder two-way radios.• Organized project execution to ensure adherence to budget, schedule, and scope.• Built a master radio talk group template from the ground up.• Streamlined user talk groups resulting in a significant decrease in “busy” alerts, while increasing officer safety.• Decreased two-way radio tuning time by 92% • Increased two-way radio programming efficiency resulting in a programming process that was 93% faster than traditional programming cable methods.• Reorganized and cross-trained existing staff, which eliminated the need to hire temporary personnel.

Criminal Investigation Division

Assistant to the Chief of Detectives. Tasked in this position with the development of strategies and solutions to increase the operational outputs of the Criminal Investigation Division.• Created tracking mechanisms to better align clearance rates with prosecutorial success in relation to serious crimes of violence.• Drove the team who successfully developed and executed the merger of two separate independently operating divisions into one unified Criminal Investigation Division. This included nearly 500 sworn and civilian personnel, 350 vehicles and multiple off-site locations.• Partnered with the United States Attorney’s Office to facilitate and implement illegal handgun detection training.• Forecasted and tracked financial expenditures.

Strategic Services Bureau

Assistant to the Deputy Police Commissioner. Tasked in this position with the development of strategies and solutions to address a multitude of issues impacting the day-to-day operation of the Police Department.• Instrumental in the development and implementation of the Performance Review Board (internal audit, review and improvement recommendations related to uses of force).• Created systems and tracking mechanisms for overtime expenditures, use of force reporting, policy acceptance and compliance, and thoroughness of police incident reporting.• Authored legislative documents, such as the 2016-2019 versions of the BPD Response to Maryland House Bill 771 – Report on Community Policing.• Development and co-author of the 2016 Baltimore Police Department Annual Report.
