According to Superfund law, the Department of the Air Force holds the ultimate responsibility for making decisions regarding the cleanup. The RAB is the cornerstone of a proactive community engagement program to promote understanding of the Air Force’s environmental cleanup activities on this major active defense installation and to promote communication between local citizens; the Federal, State, and regional regulating agencies; and the Air Force. The RAB consists of representatives of the Base, the Air Force Center for Engineering and the Environment, U.S. Environmental Protection Agency, California EPA, California Department of Toxic Substances Control, San Francisco Bay Regional Water Quality Control Board, the contractors doing the restoration work on base, and several representatives of local governments; civic, business and environmental groups. Because the community is involved early – and throughout - the cleanup process, the communities' concerns are understood and addressed proactively.
