Redesigned ground data storage and satellite file creation processes realizing a reduction from 3 hours to 45 minutes for the creation of data files for transmission from the ground to on-orbit satellites. Instrumental in the design of the Network Management Functional approach for the follow-on programs; Celestri and Teledesic.
