Gis Manager
As GIS Manager for the Richland County Regional Planning Commission I managed the activities of the GIS Consortium program, an entirely locally funded committee of all county cities and villages, several townships, and many county agencies. I was also contracted to the Richland County Engineer for 30% of my time to act as their GIS Manager. I created maps and did GIS analysis for all levels of government, from county commissioners to road departments to 9-1-1 to the Land Bank.● Managed the distribution of spatial data to 70+ desktop GIS viewers (some heavily customized).● Maintained the county's Location Based Response System centerline and address databases, including custom exports for the county's 9-1-1 systems, GIS viewers, OGRIP, and ODOT.● Designed and built databases and applications for utilities for several villages.● Worked within very tight budget constraints. Obtained a grant to perform an updated GIS needs assessment and purchase new hardware and software. Enhanced revenue by doing "special" mapping projects for Consortium members beyond the scope of the Consortium bylaws.Tech used:ArcGIS 10.x; AccuGlobe; ArcPad 10.x; ArcGIS Online; ArcGIS Collector; Google Apps; Microsoft Office; Python; VBScript; Trimble, Eos, Javad GPS receivers.
Gis Applications Specialist
As part of a team of GIS specialists and administrators, I primarily maintained the county's ArcSDE enterprise geodatabases and public and intranet ArcIMS-powered web maps, including providing technical support for county employees and the public using the web maps. I also created maps and did analysis as-requested to assist in property appraisal functions and other projects.● Corrected many errors in the county's parcel (tax map) layers by researching old maps and legal descriptions.● Merged three separate public web maps into one, overcoming the limitations of legacy coding, simplifying access to map info for taxpayers.● Organized and maintained downloads of GIS data, including writing FGDC compliant metadata for all Fiscal Office datasets.● Built raster datasets for several years of archival aerial photography and added to the public web map, making access much more efficient.Tech used:ArcGIS, ARC/INFO Workstation, ArcIMS, ArcSDE, ArcGIS Server, AML, Magellan GPS receivers.
Drafter/Designer
Drafted site and construction plans for local developments, including residential subdivisions and a large retail development. Assisted on surveying crews as-needed. Following design standards under the supervision of P.E.'s, sized pipes and inlets and calculated topography for adequate site drainage, and adjusted lot sizes and locations to meeting planning and zoning regulations.Tech used:AutoCAD Land Desktop 2i
Survey Technician/Engineering Technician/Gis Coordinator
At some point in my time at MCSE I served as engineering technician, survey technician, GIS Coordinator, and/or IT administrator, drafting construction plans for water and sanitary sewer projects, topographic surveying and construction stakeout, researching right-of-way and property records and drafting easements, and many maps and GIS analysis projects. ● In order to implement GIS, built a LAN connecting to the county's tax map GIS and installed a GIS server/workstation.● Working with consultants, designed and built a network of geodetic monuments that were blue-booked with the National Geodetic Survey.● Managed utility mapping that located several thousand sanitary manholes with centimeter accurate RTK GPS, using the geodetic network for base coordinates.● Authored drafting standards and procedures.Tech used:ARC/INFO Workstation, ArcView 3.x, AutoCAD 13, Carlson Survey, Ashtech GPS receivers, Linux.
