Lead policy, legislative, and strategic initiatives and provide day-to-day oversight of the executive office and high-level oversight of reporting departments for the CAO, a cabinet level office overseeing Human Resources, Office of Administrative Review, Contracts Unit, the Procurement, Department, the Office of Innovation and Technology, the Records Department, and the Service Design Studio, responsible for enabling equitable, efficient, and effective administrative services across the enterprise.Day-to-day responsibilities include: - Oversight of budget development and management, internal communications, contract management, human resources, and other critical administrative functions.- Provide thought leadership, strategy, and cultivate relationship in support of organizational goals. - Draft legislation, regulations, advisory memoranda, strategy documents, testimony, advocacy materials, talking points, press releases, and responses to press inquiries.- Oversee research, data analysis, and third party consultants and/or internal project managers.Key accomplishments include: - Developed emergent HR, contracting, and procurement policies and procedures during the COVID-19 pandemic that enabled essential services to continue, the transition to virtual work, and safe the reopening of non-essential services.- Revised the City's Pay-to-Play laws and regulations to increase compliance, ensure the integrity of the contracting process, and support equitable enforcement.-- Launch and management of various Human Resources initiatives aimed at improving key metrics such as time-to-hire, quality-of-hire, and diversity for exempt and civil service hiring with a focus on data-driven, pilots that leverage technology.- Legislative changes and the development of regulations, and program launch to increase efficiency of contracting and provide additional opportunities for local and minority businesses.
