Under direction of the Essex County Division of Community Health Services Director, coordinate the assessing, planning, implementing, and evaluating of substance use disorder prevention, treatment, and recovery programs for the County of Essex.Develop and implement procedures and policies to assist with the performance of countywide contracts with local providers to support residents suffering from substance use disorder and enhance the offering of continuum of care services (i.e., prevention, early intervention, treatment, and recovery) throughout Essex County.Prepare and submit new Federal and State grant proposals and manage/monitor existing grants and contracts by tracking programmatic performance outcomes and compliance, developing and managing internal/external reporting databases, and working with staff to ensure each project or program is meeting funder conditions and expectations.Oversee the task of developing an Essex County Opioid Use Disorder Needs Assessment to identify the most pressing needs of Essex County to address the harms of substance use, prevent overdose deaths, and opportunities to enhance and expand prevention, early intervention, harm reduction, treatment, and recovery support and services for opioid use.Lead system-wide improvements in both internal operations and community partnerships to streamline service delivery, enhance substance use disorder care, and significantly reduce opioid overdoses/deaths across Essex County through coordinated, evidence-based interventions.Developed and executed bilateral agreements between the county, municipalities, and academic institutions to formalize partnerships that expand programming, enhance opioid response efforts, and broaden substance use disorder services for residents in need and their families.
