Responsible to the Air Force’s chief legal officer and Designated Agency Ethics Official in fostering a vibrant organizational ethical culture. Provides legal advice, counsel, and opinions to the general Counsel, Principal Deputy General Counsel, Assistant Secretaries, General Officers, and members of the Senior Executive Service. Responsible for interpretation and implementation of Department of Defense ethics policy for the Air Force; primary source of ethics guidance, training, and outreach for the Air Force. Designs and delivers original education and training material, proactively advises senior leaders in values-based decision making, conflicts of interest, and post-government employment. Maintains liaison with other military departments, executive branch and legislative branch agencies.

Provide advice and legal counsel to the Commander, Senior Leaders, logistics managers, and acquisition officials at all levels of the organization. Advise on all areas of contract formation for both supply and services contracts, including but not limited to, competition, contract authority, acquisition strategy, and source selection. Special subject areas include legal and policy guidance for Utilities Privatization under 10 U.S.C. § 2688, Energy Savings Performance Contracts, Davis Bacon Act, Service Contract Act, GSA schedule contracting, interagency agreements, and Fuels Purchase Agreements. Practice areas also include contract administration matters, responding to contract litigation and bid protests, advising on fiscal law, investigating fraud matters, and making recommendations to the Agency Suspension and Debarment Official. Serve as a third-party neutral in procurement and employment alternative dispute resolution matters. Designated Ethics Counselor; administer an ethics program including training development and presentation to a global workforce; manage and review 1,000+ Confidential Financial Disclosure Report filers in the Financial Disclosure Management system. Fraud Counsel; assist in ensuring procurement integrity throughout the enterprise by identifying and referring matters for investigation, provide subject area support to DoJ, develop and provide Fraud Awareness reporting and training to the workforce.

Provided legal support and guidance to Agency Senior Leaders, Political Appointees, managers, and individuals, on administrative, employment, management issues, and ethics matters. Designated Agency Representative responding to disputes in various fora including Merit Systems Protection Board, Equal Employment Opportunity Commission, alternative dispute proceedings, and other negotiations. Assisted other Counsel divisions in Federal Acquisition and Foreign Assistance Act related matters. Focal point for the creation and execution of the Agency ethics program. Guided a Political Appointee with complex financial issues through the appointment process and final ethics agreement. As Ethics Counselor, provided on-demand guidance to USAID employees via phone, email, or in person. Educated an approximately 3,500 member multi-national and globally dispersed workforce on Ethical Decision Making and Procurement Integrity.Competitively selected for a two-year appointment in the Executive Branch flagship leadership development program for advanced degree candidates. Highlights included 160 hours of interactive training, in-residence leadership course, a 6-month developmental assignment within the USAID Office of General Counsel, and participation in the State Department Mentoring Program.
