Generated increase in turnover from £28M in 2006 to £45M by 2011, and 1200 staff. Set out the vision for the transformation of traditional front line services into commercially viable businesses through a change in culture, and attitude of the staff. Worked with the Trade Unions and Management to support and deliver this through staff development, training, restructuring and streamlining of the businesses.Supported a new Council strategy to become one of the top recycling authorities in the UK through taking over the service delivery from the private sector in 2007. Through collaborative working with the client and the Trade Unions, delivered a major change programme involving the introduction of a multi wheeled bin system. Recycling levels increased from circa 20% in 2007 to over 60% by 2011, putting Stockport Council at the forefront for recycling its domestic waste and delivering a cleaner Borough. This also achieved significant budget saving for the council by avoiding ever-increasing landfill taxes. -

Championed the Local Authority Trading Company model as the best value option to the Council for the future.Was the Chief Officer for a range of front line services operating in a commercial manner throughout the CCT and Best Value era’s. Due to external contractor failings, led the successful TUPE transfer of School Meals staff back into the council.Following Best Value reviews, harnessed the support of political parties, Trade Unions, employees and management for the outsourcing of Leisure Services into a not for profit organisation (Stockport Sports Trust), and the externalisation of Transport Services involving the sourcing of alternative workshops and the supply of a new fleet. Managing this partnership led to its successful re-tender in 2011. -
