To meet the specific needs of each client, O’Leary Global Solutions adopted a comprehensive approach to representation built on three inter-related fundamentals of successful advocacy. First, the ability to build a multi-dimensional campaign designed to achieve specific policy objectives. Second, a focused and tactical brand development strategy that uniquely defines and promotes each client and creates a foundation for attaining policy priorities. Third, strategic analysis and understanding of the interplay between the legislative and business arenas in order to promote not only specific policy goals, but also unique marketplace objectives.

Developed and managed the MPAA's Global Policy program and staff. Worked closely with senior international managers and oversaw operations in Washington, Los Angeles, Brussels, Toronto, Mexico City, Brasilia, Hong Kong and Singapore. Oversaw approximately 80 employees world-wide, with a corresponding budget in excess of $30 million. Advocated on behalf of the six major motion picture studios in Washington and capitals in Europe and Asia, including testifying before Congress and meeting with key international leaders. Developed and executed global strategic plan to promote the policy and business priorities of the film industry internationally. Served on the MPAA Board of Directors.Joined the MPAA in May 2005 and represented the six major motion picture studios before Congress and the Executive Branch. Beginning in 2007, became responsible for managing all facets of MPAA's domestic federal policy and regulatory functions. In 2011, my portfolio was expanded to include management of the entire MPAA Global Policy operation.

Supervised 15 Criminal Division attorneys responsible for enforcing the federal criminal intellectual property laws of the United States. Developed and implemented the Department's overall intellectual property rights program, emphasizing domestic and international criminal prosecutions, policy, legislation and education. Prosecuted and supervised multiple complex, multi-district, and international criminal prosecutions resulting in convictions worldwide. Received Director's Award for Superior Performance in 2003, and was recipient of Criminal Division Award for Meritorious Service (2001, 2002, 2004) and Criminal Division Special Achievement Awards (2003, 2004). From February 2000 through January 2003, served as a Trial Attorney prosecuting federal criminal computer crime and intellectual property cases, including multiple complex, multi-district and international prosecutions.Prior to joining the Computer Crime and Intellectual Property Section, served in the Department's Office of Legislative Affairs from July 1998 through February 2000. In that capacity, represented the Department before Congress, and advised senior department officials, including the Attorney General, the Deputy Attorney General, and the Assistant Attorney General for the Criminal Division on policy and legislative matters.
