Pam Lee is an equity partner of the firm and handles a wide variety of municipal law, land use and planning, housing, and labor and employment matters. She regularly advises her clients regarding the Brown Act, Political Reform Act, Public Records Act, planning and zoning laws, CEQA, and housing laws. She currently serves as the City Attorney for the City of Hesperia, and as General Counsel for the Palmdale Water District and the Bell Canyon Community Services District.Pam also specializes in labor and employment and advises on employee discipline, leave and accommodation issues (under CFRA, FEHA, ADA, FMLA, etc.), and employee benefits. She routinely counsels local civil service commissions/personnel boards and handles matters before the Employment Development Department, the California Unemployment Insurance Appeals Board, and the Public Employment Relations Board. Pam’s litigation experience includes multi-million dollar inverse condemnation, eminent domain, CEQA, and constitutional rights claims in both State and Federal courts. She most recently appeared before the California Supreme Court representing the City of Perris in City of Perris v. Stamper, et al., an eminent domain case. Pam attended law school at the University of Southern California, where she earned her J.D. in 2006. During her summers, she was an associate at an international law firm where she advised clients on commercial and international law. She also volunteered as a dispute mediator at the Asian Pacific American Dispute Resolution Center and facilitated out of court settlements. Prior to law school, Pam was an intern at the Legal Affairs Department of the Ministry of Foreign Affairs in Thailand.Pam graduated magna cum laude and Phi Beta Kappa from UCLA in 2002 with a double major in Economics and Development Studies. As an undergraduate she worked at a redevelopment consulting organization associated with the Los Angeles City Mayor’s Office that remediated 21 brownfield sites in Los Angeles.
