I served as a business consultant to government and educational entities in operations and organizational practice with an emphasis in China-United States exchange programs. I also provide workforce development training and technical services to domestic and foreign entities.

I am a co-founder for a business partnership operating pre-educational and language training schools focused on American standard English education in parts of Asia including Beijing, Liuzhou, and Nanning. I provide management and facility development support. I also developed an American Standard English Language Development Multimedia Training System in the form of books, CDs, DVDs, and SMART board technology.

Offered feedback, recommendations and analysis of workforce exchange and case management IT System for Federal WIOA Program. Provided training and content support to project development team. These consulting services included analysis and recommendations on sub-contract vendor activities.

This is a 501(c)3 non-profit corporation established to engage exchange services to Chinese businesses, government, and student groups in the United States. The institute partnered with various State and Federal Government Agencies in international delegation work. I provide organizational oversight, strategic planning, and counsel.

I served in the Division of Workforce Development and Adult Learning. I oversaw a network of Workforce Development Offices that employed 250+ employees in Wagner-Peyser, Veteran, Early Intervention, and Recovery Act programs that served job seekers and employers. I was instrumental in integrating the disparate Adult Education, Immigrant Services, and Correctional Education departments into the Division of Workforce Development and One-Stop System operations. I coached staff and managed a $20M annual budget in the execution of several National and Regional Work Groups for the United States Department of Labor related to Dislocation Services, Health Coverage Assistance, and Base Readjustment and Closure (BRAC). I directed the Program Monitoring Unit for all federal workforce programs within the division and led the transformation of the State Early Intervention Workshop Program. I also initiated a pilot Leadership Development Program for Area State Administrators to increase the management skills of struggling and newly-promoted leaders.

I served in the Dislocated Worker and Trade Unit of the Department of Economic and Employment Development. I was promoted to direct the statewide Rapid Response operations with full control of a $15M budget and funds disbursement. I was also responsible for easing worker transition during mass layoffs and facility closures in Maryland. I implemented and interpreted the Trade Adjustment Assistance Act for Trade-Impacted Dislocated Workers and directly managed multiple special projects to support workforce development services. I spearheaded Base Readjustment and Closure (BRAC), Trade-Impacted Health Coverage, Federal Disaster NEG Project, Trade Act and Workforce Investment Act Dislocation Services Integration. I authored a proposal and won a record 13% of a $50M countrywide grant to cover the cost of health insurance of displaced workers. Also, I initiated and implemented the follow-up Health Insurance Coverage Program to bolster the federal employee health programs. I enabled seamless delivery of services from multiple partners for statewide operation of Federal Dislocation programs and wrote policies and procedures to facilitate program integration. I administrated an innovative strategy to leverage FEMA clean-up programs to temporarily employ dislocated workers, adding to their experience and boosting morale and self-esteem.
