The OCFA is a regional fire service agency serving 23 cities, 5 supervisory districts and 172,000 acres of wildland within a 575-square mile area. •Managed City’s Clean Water Act Sec.402 (NPDES) permit as a copermittee of Orange County’s general principal permit.•Represented City at multiple multi-agency meetings including County of Orange, Coastal Coalition, SARWQCB, OCSD, OCWD, OC Coast Keeper, CSQA.•Managed capitol improvement projects including streets, public right of way, public infrastructure projects, demolition/remediation and construction of buildings.•Prepared RFPs and evaluated numerous submittals for vendor and contractor selection per Public Contract Code and bid laws.•Evaluated and assisted in the preparation of plans for Public Services Capital Improvement Projects (CIP) including provisions, estimates, contracts and project management.•Reviewed CEQA, Caltrans WPCP, SWPPP and WQMP designs of construction projects with various divisions and departments of the City, other governmental agencies and consulting firms.

•Ensured environmental compliance for company and customers in accordance with DOT, local, state and federal requirements. HAZWOPER 40 hour certified.•Assisted customers with analyzing and profiling hazardous waste to ensure proper transportation, treatment and disposal methods were utilized. •Managed over 300 industrial accounts throughout Orange and Los Angeles Counties. Evaluated these accounts and designed necessary processes to develop and retain accounts.•Performed site hazardous materials assessments, pulled physical hazardous waste samples for analysis and evaluation. Assisted with developments of SPCC plans and procedures.

•Managed, analyzed and implemented site environmental management systems including wastewater, solid waste and storm water monitoring program ensuring compliance with federal, state and local regulations. Developed and managed SWPPP for the site to comply with storm water runoff.•Managed wastewater treatment facility and contract operator ensuring compliance with all applicable permit constituents.•Reduced permitting costs by $97,000 direct savings and projected $582,000 initial savings by re-engineering site water treatment and wastewater treatment systems.•Negotiated, developed and managed site wastewater monitoring program with City of Ontario.•Developed and sustained solid working relationships with local governing agencies and municipalities ensuring compliance with state and local regulations. This resulted in the facility being removed from a cease and desist order placed on the business in prior years.

•Developed and lead teams through numerous Process Hazard Analysis (PHA) including wastewater treatment, explosives manufacturing and engineered explosive device manufacturing lines.•Investigated and analyzed product quality concerns, determined root cause and implemented corrective actions increasing production rates and decreasing scrap rate from 25% to 6%.•Implemented Six Sigma methodologies, redesigning processes that increased production rate over 100% from 90 part/hour to 185+ part/hour.•Led a high impact risk management team during crisis situation at Aschau, Germany operations resulting in bringing the manufacturing plant back on-line after a mandated shut down.
