Lead a change programme to transform Ofwat's support services. Successfully procured PwC to act as Ofwat's Strategic Partner under a co sourcing model (the first use of this type of co sourcing in Central Government) on time and on budget. Successfully programme managed a £1m investment programme with PwC, including a collaborative project to improve the effectiveness of the support services, update Ofwat's IT equipment alongside introducing new IT systems, changing Payroll provider and modernising our Intranet.

Dorchester

A member of the Council's Corporate Leadership Team, accountable for all of the main corporate services: HR, IT, Law, Finance, Democratic Services and Customer Services. Leading over 600 staff with an annual budget in excess of £20 million pounds per annum. Led programme to strategically review all support services and identified £3m of savings. SRO for £7m programme to upgrade all of the Council's computers and operating system. Procured, with partners, two IT systems with a combined value of £10m.

Chichester

Leading an 80fte internal change management consultancy, delivering the Councils 4 year programme of transformational change. Transition Director for our £15m pa outsourced support services contract; responsible for ensuring Capita delivered the new operating model and for business development. Programme Director for £38m Business Efficiency Programme. Lead for Performance, Risk Management and Business Planning. Managing 200 plus staff.

Responsible for ensuring excellent customer service through our Contact Centre, web sites and our 450 fte shared Administrative Service. Redesigned shared Administrative Service to save £3m (30%). Programme Director for Customer Experience programme, procuring a new contact centre, succesfully implementing a channel shift strategy, replacing the Council's website and creating new digital services. Budget of £15m, with over 600 staff. Lead SME for procurement of an outsourced contract.

Lead Commissioner for Supported Housing assisting customers with learning disabilities, mental health needs, vulnerable young people and older people to live independently in the community. Worked with District and Borough Councils and Registered Social Landlords to deliver supported housing schemes in partnership with the Housing Corporation and the NHS. Responsible for managing £30m of contracts including managing the relationship with Shaw Healthcare, our outsourced Residential Care provider.

Responsible for all Corporate Policy and for delivery of projects for the Chief Executive. Led a successful cultural change programme around Equality and Diversity. Responsible for the production of the Local Area Agreement with partners.

The Council’s main legal advisor on Planning, Highways and Environmental Law. Took a Minerals Local Plan and Structure Plan through to adoption. Skilled negotiator including successfully resolving a £45m claim. Responsible for 25 staff and a member of the Legal Services Management Team 2001 – 2004.

Trained as a Solicitor for 2 years and then stayed on as a qualified solicitor for 2 years. Gained a solid grounding in law, negotiation, logical and strategic thinking. Supported the Waste Local Plan through pubic inquiry to adoption.
