Finance & Administration Manager for Comprehensive HIV/AIDS Prevention, Care, Treatment and Support with the Uganda People’s Defense Forces implemented by RTI International.• Lead management of finances and administration of the projects and ensures compliance with RTI financial procedures.• Review and submit monthly financial extracts (including expenses, receivables and payables) using QUICKBOOKS accounting software.• Ensure timely submission of financial reports, bank reconciliations and wire transfer requests to corporate headquarters in USA and/or RTI regional office in Nairobi.• Reviewed payment requests, advance expense reports before forwarding them for approval.• Performed the role of a Bank signatory for both cheque and online payments.• Reviewed and submitted mobile money reconciliations to region and home offices• Monitored cash flow and reconciled cash accounts to maintain appropriate cash balances.• Managed and monitored performance of office petty cash system.• Work closely with the logisticians to ensure contractual and financial integrity of project’s procurements, inventory control and tracking of project equipment.• Coordinated all shipments by DHL to RTI home office North Carolina, USA before and during close out of the project.• Reviewed cost share documentation, and payment requests before its approval.• Contact person with Uganda Revenue Authority on tax issues on behalf of RTI Uganda projects.• Supervised the project administrative assistant and the finance officer as per RTI policies.• Liaised with the bank on banking needs in relation to the project.

• Prepare monthly operating budgets and analyses.• Maintain an updated Payroll and file all statutory requirements in a timely manner• Handle accountabilities from accounting officers as per agreed departmental schedule.• Offer ongoing training, supervision and support to the Accounts assistants.• Keep financial records, balance accounts using manual and the accounting software in place.• Perform any other duties as may be assigned by the Grants Financial Admnistrator.• Set up systems of internal controls for all financial points at the station.• Compile and analyze financial information to prepare entries, such as general ledger accounts and documenting business transactions. • Audit contracts, orders, and vouchers, and prepare reports to substantiate individual transactions prior to settlement • Devise and implement manual or computer-based system for general accounting • Provide technical support to the Logistics/Stores and Transport department systems. • Facilitate both external and internal audits at the field station.• Check payment requisitions for accuracy, proper approval and integrity.• Produce financial reports for management use. • Develop necessary documents / forms for use in financial matters.• To supervise and guide accounts department in all personnel issues, finance/accounting, data input and reporting.• Represent the department in inter departmental meetings. • Respond to public inquiries and maintain good sound public relations and solve related financial challenges.

Overall responsibility: To be responsible and accountable for the day-to-day operations in relation to: Monthly financial report preparation, reconciliation of creditors and debtors, payroll processing and Partners, staff and Management support. Uganda

1. Budget review and budget management.- Reviewing both annual and quarterly budgets for projects/programs using appropriate budgeting tools.- Translating annual budgets into monthly cash flows for effective Program implementation.- Monitoring expenditure to ensure that it’s consistent with the budget.- Preparation of budget variance reports for management decision making.2. Preparation and analysis of financial reports.- Ensuring proper coding of organizational expenditures as per chart of accounts.- Preparation of timely organizational and donor financial reports.- Ensuring that financial reports meet organizational objectives and donor requirements.- Discussion, analysis and interpretation of financial reports for management to facilitate decision making.3. Preparation of bank and funds reconciliation.- Review monthly bank reconciliations for all organizational bank accounts.b) Investigating reconciling items and ensuring that they are cleared on time.- Ascertaining that all funds received have been recorded at the correct amounts.- Ensuring that partner organizations receive funds in time and ensuring that these funds are properly accounted for.6. Implementing sound organizational internal controls- Review all payments and ensure that their approval is made by the relevant authorities in time.- Ensuring that there is proper authorization for access and usage of assets.- Ensuring that proper records are kept for all assets and financial transactions.- Physically counting of assets periodically to verify existence and functionality.- Ensuring safe custody of assets and proper identification through engraving.- Ensuring proper segregation of duties in authorization and custody of organizational assets.
