 Direct manager for a team of 14.  Established, prepared, and developed the annual operational and training budgets for the branch. Prepared daily work assignments, ensuring compliance with all federal and state legislation.  Developed training for staff at all levels in standard operational procedures, contingency planning and emergency actions.  Responsible for semi-annual performance reviews of all subordinates.  Served as the Federal Incident Commander / Unified Command – Federal for over 45 All Hazards Response drills and exercises. Established mission objectives, priorities, communications plans and site safety and security, including the Spill of National Significance (SONS) Drill for Los Angeles-Long Beach 2004 with added International Terrorism Nexis.  Served as senior Federal On-Scene Coordinator Representative for over 75 All Hazards Responses, which included selection and hiring of environmental clean up contractors, monitoring their clean up actions to ensure compliance with OSHA and federal regulations, accounting for equipment and personnel and managing the use of funds from the Oil Spill Liability Trust Fund for any federally funded clean ups.  Designated as the Approving Official for case review of civil penalties up to $32,500 per violation involving the Federal Water Pollution Control Act and all federally funded clean up projects using the Oil Spill Liability Trust Fund.  Designated Point of Contact for the coordination and facilitation of all hazards response actions with various port partners and general public including California Fish and Game, U.S. Environmental Protection Agency, US Department of Transportation Pipeline and Hazardous Materials Safety Administration, and U.S. Customs and Border Protection.

 Provided training and instruction to over 360 students a year in areas of the Marine Science field. Promoted in 2002 to Assistant School Chief with the additional responsibilities of development and implementation of lesson plans, student outlines, class schedules and course syllabus.  Responsible for performance and academic reviews of all student personnel. Prepared and tracked the annual training budget of $400,000.00. Areas of emphasis included Port Safety and Security, Harbor Safety, Bulk Liquid and Designated Cargo Facility Inspections, Hazardous Materials Transportation Regulations for all modes of transportation (DOT and IMDG) and pollution investigation and enforcement actions.  Trained students in Microsoft operating systems with Windows 98/2000/ME and NT. Extensive use of the Microsoft Office Suite including Word, Excel, PowerPoint and Access.  Provided over 90 hours of classroom instruction in the each training session.  Designated as project manager for the construction and build out of a new classroom. The project was completed in 3 months and allowed the training staff to house an additional 24 students per session with a savings of $150,000.00 from original estimate.

 Assigned Lead Inspector for Unit’s Container Inspection Program and performed Hazardous Materials (49 C.F.R. parts 171-180 and International Maritime Dangerous Goods Code) and Structural Container Inspections (49 C.F.R. parts 450-453 and IICL-5 guidelines) at over 40 Inter-modal container. Senior Facility Inspector for Bulk Liquid Transfer Facilities and Designated Dangerous Cargo  Formed a working group with Federal and State agencies to develop standard operational procedures and operational orders and communication schedules to work in concert with the ONE DOT Initiative. Agencies involved included US Department of Transportation’s Federal Railroad Administration, Research and Special Programs Administration and Department of Motor Vehicles. Coordinated and led 4 Multi-Agencies Strike Force Inspections in the Puget Sound area involving Department of Transportation's Research and Special Programs Administration and Federal Railroad Administration, U.S. Customs Service and Department of Agriculture Inspectors and Honolulu Police Department. Scope of Inspections included Hazardous Materials Transportation Authorities Act (HMTAA), Ports and Waterways Safety Act (PWSA) and the International Safe Container Act (CSC).
