Direct manager for a team of 14. Established, prepared, and developed the annual operational and training budgets for the branch. Prepared daily work assignments, ensuring compliance with all federal and state legislation. Developed training for staff at all levels in standard operational procedures, contingency planning and emergency actions. Responsible for semi-annual performance reviews of all subordinates. Served as the Federal Incident Commander / Unified Command – Federal for over 45 All Hazards Response drills and exercises. Established mission objectives, priorities, communications plans and site safety and security, including the Spill of National Significance (SONS) Drill for Los Angeles-Long Beach 2004 with added International Terrorism Nexis. Served as senior Federal On-Scene Coordinator Representative for over 75 All Hazards Responses, which included selection and hiring of environmental clean up contractors, monitoring their clean up actions to ensure compliance with OSHA and federal regulations, accounting for equipment and personnel and managing the use of funds from the Oil Spill Liability Trust Fund for any federally funded clean ups. Designated as the Approving Official for case review of civil penalties up to $32,500 per violation involving the Federal Water Pollution Control Act and all federally funded clean up projects using the Oil Spill Liability Trust Fund.
