Serves as a technical project expert/consultant responsible for overall vision and use of Enterprise Applications and Information Management. This includes the definition, structure, integration, quality, security, maintenance, operations, and the implementation of the Applications Optimization Program. Utilizes products, services, and business processes and is responsible for ensuring that the data architecture, design, and governance process is well integrated to support organizational needs, direction and priorities. Plays a key role in challenging assignments, such as planning advanced system projects affecting broad areas of future operations, working closely with client top-agency management, technical client contacts, and contractor contacts. Duties includes, but it not limited to, emerging building technologies, building data analysis, Geographic Information Systems, and complex government applications serving multi-tenant Federal agencies. Provides expert IT technical solutions, advice, guidance, and recommendations to top management officials and other technical specialists in the area of Applications Project Management, some of which are critical in nature and essential to the accomplishment of the agency's mission. Formulates and implements policies that streamline operations, improve efficiency, and capture Government savings in the primary management functions. Develops complex business oriented reports impacting the agency, as well as other Federal agencies. Designs and undertakes data-gathering efforts, comprehensive data studies, and initiatives for all participating Federal Agencies. Defines documents and maintains the Enterprise Applications and Information Management architecture through working with Business Specialists and through reverse engineering of existing data systems and uses.
