Paul was responsible for leading the multidiscipline Aurecon team through the Business Case involving the development of the Reference Design and associated documentation, assisting the State with environmental approvals, finalising the Project Scope and Requirements documentation, and managing the technical interface with stakeholders.
Aurecon Project Leader / State Engineering Manager - Gold Coast Light Rail Stage 2
The Gold Coast Light Rail Stage 2 project involved the delivery of approximately 7.3km of designated high capacity light rail transport system, linking the existing Stage 1 light rail system at the Gold Coast University Hospital in the south with the Helensvale heavy rail station in the north.Aurecon was engaged as the States Technical Advisor for the Reference Design, pre-procurement and procurement phases of the project. The pre-procurement phase involved the development of a full reference design, preparation of environmental studies and approvals, development and confirmation of Project Scope and Requirements (PSR), and assistance in the preparation of a business case. Paul was responsible for leading the multidiscipline technical team in the development of the Reference Design and associated documentation, which included assisting the State with environmental approvals and finalising the PSR documentation. Aurecon provided the State with technical resourcing and support in the development of tender documentation and evaluation of tender submissions in the procurement phase of the project. In the capacity of State Engineering Manager, Paul led the wider Aurecon team that were engaged to assist in the assessment of tender submissions, and was responsible for drafting the Technical Advisors Engineering Report, informing the States technical recommendation ahead of awarding the Contract.Paul, and the broader Aurecon team, was embedded in the Gold Coast Light Rail Stage 2 project team, responsible for managing the design review process on behalf of the State, and leading the Aurecon Technical Advisory services in the delivery phase of the project.
Aurecon Project Director - Gold Coast High Capacity Public Transport Corridors Studies
The Gold Coast High Capacity Public Transport (HCPT) study is a planning commission for the City of Gold Coast to identify feasible HCPT route options.The HCPT study relates to Signature Project 3 of Council’s Transport Strategy 2031 which identifies the need for corridor planning studies to accommodate high frequency transit modes to respond to high growth areas. The key outcome for Council was to identify a shortlist of preferred routes for corridors which will be included within State and local statutory planning, and ultimately taken forward for further refinement and funding.This study will identify route options suitable for further investigation into the development of HCPT to serve these corridors. Identifying these route options will be a key step in fulfilling a signature public transport action within the Gold Coast City Transport Strategy 2031, This work will also ensure that the HCPT alignment options for these corridors that have been outlined in the Gold Coast City Transport Strategy 2031 are identified to be considered for inclusion within State and Local statutory planning instruments.As Project Director Paul interfaces directly with the senior client team and ensures the smooth running of the project and the ongoing development of senior relationships within Council, guiding the project to ensure user satisfaction at client and stakeholder level.
Aurecon Project Leader / State Project Manager - Gold Coast Rapid Transit Project (Gclr Stage 1)
The GCRT project involved the construction of a 14km designated public light rail transport system between the Gold Coast University Hospital at Southport and Broadbeach. Paul was embedded in the States Delivery Team, responsible for monitoring and reporting performance of the Operator Franchisee, while maintaining the State’s risk position. Paul’s role required effective communication skills and technical abilities to provide comprehensive and meticulous information for resolution of issues and to enhance the timely and successful delivery of the project, while ensuring compliance with the appropriate legislation, contract documents and organisational policies and procedures were achieved and maintained.Paul was responsible for providing clear and concise direction to the Site Engineers reporting to him to ensure that timeframes and objectives were met with regards to Safety and Environment, Traffic Management, Quality, Risk identification and mitigation strategies, Technical and Constructability issues, Progress monitoring, and ongoing staff development.
