I am a Senior Assistant Attorney General at the Oregon Department of Justice, in the Child Advocacy Section. My duties focus on representation of the state child welfare agency and its work with families and the court system. This involves a complex, high-volume trial workload of dependency cases and cross-over delinquency cases, as well as general counsel advising. I am one of four lead AAGs in Multnomah County, which includes working with the court and system partners and providing internal support at DOJ regarding system issues and processes. Prior to joining DOJ, I represented parents and youth for several years in hundreds of juvenile dependency cases in Clackamas County, Multnomah County, and the Grand Ronde Tribal Court. I also represented youth in delinquency cases. Nearly all of this work was as a public defender. For four years, I was the administrator of Juvenile Advocates of Clackamas, the primary public defense provider in juvenile court in Clackamas County, and held that position while also carrying a full juvenile court caseload. I apply a broad range of legal skills, creativity, and a practical approach to my work. I am also an experienced presenter of continuing legal education (CLE) programming.During my five years as Assistant General Counsel at the Oregon State Bar, I evaluated and analyzed ethics complaints, decided initial disposition of complaints, and provided legal ethics advice. This involved frequent contact with members of the bar and the public.Over the years, I have been involved in activities and been a supporter of Oregon affinity bar groups (including OGALLA, OHBA, OAPABA, and Clackamas County Bar Association) and the American Bar Association. In the Oregon State Bar, I have served as a delegate in the House of Delegates, leadership of the Oregon New Lawyers Division.Before I began practicing law, I worked in education and training. From 2000-2001, I was the coordinator for the computer training program for staff at UC Berkeley.My academic major in Peace and Conflict Studies at UC Berkeley has had a deep and lifelong impact, guiding my professional and personal paths in ways that have maintained my focus on issues of conflict resolution, ethics, public service, social justice, community building and advancing our democracy and civil society.I speak, read and write Lao and Cambodian (Khmer).In 2019, I was named Best Comedian (co-winner) at the Campaign for Equal Justice Laf-Off competition, which raises money to help Oregonians with financial need access legal services and the court system.
