Provide system analysis under the full range of aviation systems operational environments by acting as a liaison for the Program Manager, Project Leads, Case Managers, and various foreign countries. Identify need of foreign countries for aviation systems which include all products (system and subsystems) under management of the Utility Helicopters Project Office (UH PO) and related systems supported by other services, including but not limited to H-60M, training, training devices and aircraft modifications via ECPs and shall also include support to Aviation and Missile Science and Technology efforts.

• In support of the Total Army Analysis, conducted analysis, developed and recommended the approved solution for Information Operations staffs at the Division level Army-wide.• Planned, coordinated and executed over 210 highly successful community relations events, providing equipment and personnel to community events ranging involving 167 5-man color guard details, 32 chaplains, 9 large marching troop formations, 154 band performances, 43 VIP speaker engagements, 2 vehicles, • Managed 10 personnel conducting regular career counseling, performance evaluations, determining professional education requirements and assigning tasks and projects.

• Leading and participating in groups ranging from small teams to 20,000+ in project management, planning, operations, and exercises involving Information Operations, Cyber Operations, Technology Development, Rotary Wing Aviation.

• As a Troop Commander, led one of the Army’s most requested air-ground teams developing and implementing the Kiowa-Warrior-in-the-Close (KWIC) fight providing armed support within 200 meters of troops on the ground. Successfully live-fire tested KWIC procedures at the Joint Readiness Training Center resulting in certifying my troop as the first using KWIC. The high standards of training and development of procedures resulted in over 66% of the pilots qualifying to special mission units.• Excelled in 4 Assistant S-3 positions, three included National Training Center rotations where I planned aerial gunneries and conducted high-tempo combined arms operations for UH-60/AH-64/OH-58D/CH-47 aircraft.• Planned, coordinated and executed multiple HELLFIRE, M2 Browning .50 Cal and 2.75” folding fin aerial rocket (FFAR) gunneries.

• Served as the Senior Offensive Cyber Advisor to the 4-star commander of European Combatant Command.• Provided Offensive and Defensive Cyber Operations (OCO & DCO) planning support to over 30 numbered plans and named operations.• Developed OCO and DCO supporting plans for more than 8 numbered plans and named operations. • Developed and submitted over 42 (1400% more than other COCOMs) CYBERCOM Cyber Effects Requests (CERFs) in support of OCO and DCO in support of 5 USEUCOM named operations/plans.• Reestablished European Command’s (EUCOM) target development capability resulting in the development of over 300 deliberate targets, the first in over 12 years.• Developed USEUCOM’s Joint Capabilities Integration and Development System (JCIDS) operational cyber requirements and defended cyber requirements in the PPBE and JROC.• Led the USEUCOM development and writing of DoD’s Joint Publication 3-12 (Cyber Operations) to the degree that the Joint Staff and CYBERCOM adopted USEUCOM’s draft as the starting point for all of DoD to work from.• Developed USEUCOM’s Joint Capabilities Integration and Development System (JCIDS) operational cyber requirements and defended cyber requirements in the Programming, Planning, Budget and Execution (PPBE) for the Joint Requirements Oversight Council (JROC).• Instrumental in writing the mission, tasks, organization, and personnel requirements in coordination with the Joint Staff and CYBERCOM to stand up Joint Cyber Centers across DoD.• Established the USEUCOM Joint Cyber Center and so successfully tested the construct during a robust Joint Exercise that Cyber Operations were the only operations authorized to be executed.• Conducted multiple trips to CYBERCOM, the Service Cyber Centers, and NSA to become familiar with their staff and processes for conducting Cyber Operations in compliance with PPD-20 and DoD 8570.

• Taught Joint Doctrine as a subject matter expert providing graduate-level instruction to over 50 Majors, other DoD and Agency mid-grade leaders.• Served as an adjunct faculty member for the Information Operations Career Course, developed Cyber Operations curriculum and teaching new IO Officers how to plan, coordinate, and execute Cyber Operations.

• Provided specialized Cyber and Electronic Warfare Support to 2 different special mission units in a Joint, Coalition, and Interagency environment.• Responsible for ensuring 0% downtime (due to infections) of our networks (1000+ computers over 4 networks) during this period that included managing the implementation of Operation BUCKSHOT YANKEE, the CYBERCOM response to a USB vulnerability posed by agent.btz to our networks that infected many DoD computers.• Created a virtual staffing system that streamlined processes and resulted in a reduction of personnel (22%) and time (72%) required to staff actions for over 500 personnel greatly enhancing the unit's ability to focus on critical operations and training.• Developed a new business-to-business relationship resulting in a 200% increase in critical personnel with special technical skills that resulted in a significant increase in successful operations.• Migrated and redesigned the Microsoft SharePoint Portal from MOSS 2003 to 2007 on the unit's primary network, resulting in enhanced awareness and access to critical data across the unit.

• Developed a proposal for a high-risk quick reaction $10M project so successful a year later it became a program of record funded at $97M increasing the organizational budget 204% ($200M).• Developed in coordination with Combatant Commands and Tier 1 SOF their Information and Cyber Operations JCIDS requirements resulting in 94 separate projects providing offensive operational support.• Traveled frequently to all my customer’s sites to integrate early into their planning, identify requirements at the earliest opportunity, and provide the best possible customer support.• Provided numerous background papers, briefings and support to my executive-level Director for Congressional Testimony, SECDEF briefings, JROC meetings and PPBE.• Worked extensively with NSA and the Joint Forces Component Command – Network Warfare (JFCC-NW, now CYBERCOM) to develop OCO and intelligence support to meet COCOM JCIDS requirements.

• Created the European theater DCO and CND program working with 5th Signal Command and USAREUR G2 to develop a robust and highly successful DCO architecture that saw a 723% increase in Information Assurance Vulnerability Alert (IAVA) compliance throughout theater.• Created the European theater OPSEC program that was so successful, the Vice Chief of Staff of the Army (VCSA) Gen Dick Cody in October 2003, declared the Army "broke" when it came to OPSEC, and held up my USAREUR OPSEC program as the Army standard for emulation.

• Provided digital encrypted telecommunications support to the Supreme Allied Commander Europe (SACEUR). • Maintained and uploaded cryptological keys in over 30 KY-57 cryptologic systems required to ensure the SACEUR had encrypted reliable communications to the President of the United States, Joint Chiefs of Staff, and subordinate commanders.• Promoted E-1 to E-4 for outstanding job performance 6 months ahead of my peers. Departed the Army to join the Reserves and go to college full time.
