Leading commercial teams for major projects for the last 10 years in the transport, environment and energy sectors, including:- procuring services for Local Government for the collection, recycling and treatment of waste- procuring the East Midlands, GTR, South Eastern and East Coast rail franchises for improved train services at the Department for Transport; - transforming M&S IT from on site hardware and software to more flexible and efficient services from the cloud;- modelling and financial advice on M&G's £750 million sale of the UK’s largest smartmeter owner to KKR;- procuring a replacement for the 400,000 tonnes capacity London Energy green generator at Edmonton with North London Waste Authority made up of seven north London boroughs.

Delivering at pace three new rail franchises for South Eastern in less than one and a half years alongside construction of the new London Bridge station. This included advising on the delivery of faster trains with increased capacity over 8 years. Leading teams from the technical adviser, SDG and financial adviser, PwC to evaluate and award (this is an ongoing procurement). In addition, procurement of two direct awards for the six years from 2014 to 2020 (one of which was awarded in my previous role) which required tough negotiations, detailed financial modelling and approval from investment boards and ministers.

Leading the commercial team in the bidding process for a transformational IT project to increase flexibility and reduce costs by moving applications from mainframe to outsourced cloud services including:• Managing the due diligence process which resulted in a successful bid which exceeded expectations;• Financial modelling to run a wide range of scenarios for board presentations showing savings and risks alongside the technical benefits; and • Negotiation with potential partners to reduce the risk of transition, increase savings and simplify models and focussing on key initiatives.

Working as the financial adviser alongside Citibank, preparing a suite of financial models for the sale of several smart-meter projects owned by Infracapital, part of Prudential to KKR for £750 million. This included:• Building a suite of financial models with multiple sensitivities; • Updating for actual performance and future scenarios; and• Optimising the risk, funding and taxation in the models. Working with the rail industry to simplify the modelling of bids and changes during the procurement and life of rail franchises, which included:• Reviewing complex financial model suites for previous competitions and agreeing with the industry to simplifying the approach through using smaller models, more templates and common mandated approaches and then presenting these improvements to the Department for Transport; and• Using examples from the rail industry to form a consensus on the best approaches to change including using an updated baseline, a simpler high level approach to modelling and sharing of both the risks and benefits.

2012 to 2015 Finance Lead, Department for TransportLed the commercial team producing detailed due diligence, models and business plans and presenting to approval boards and ministers for three franchises:• East Midlands franchise (annual revenue of £374 million) was awarded in September 2015 for four years during electrification and procurement of new rolling stock. I led teams from Atkins and Grant Thornton to build and assure the comparator model and negotiated to gain agreement for budget efficiencies through major cost savings, investment and extra services from this direct award. https://www.gov.uk/government/news/better-journeys-for-east-midlands-rail-passengers-as-government-confirms-new-deal;• Southeastern franchise (annual revenue of £781 million) was awarded in September 2014 including High Speed One, for four years during the rebuilding of London Bridge which required detailed crowding modelling based on PLANET South. Giving financial advice to the North London Waste Authority which processes waste from North London on the procurement of a new energy from waste facility for seven London boroughs. Negotiating the financial mechanism, agreeing a 5 year fixed price and leading the due diligence on London Energy.

Commercial lead on successful bids for major waste to energy projects in partnership with Scottish and Southern Energy (SSE), Wheelabrator to build the new Cumbria, Ferrybridge, Rotherham and Wakefield facilities.

Financial advice on successful bids for major projects including:• The Cambridge, Oxfordshire, Shropshire, Southwark, West Berkshire, East Sussex and Wakefield energy generation and recycling projects;• Financial Modelling of the London Underground contract with Metronet;• Merging all job centres with benefit offices (Project TIES) for the Department of Work and Pensions;• Renegotiating the restructuring of the NHS Connecting Health contracts for 3 of the 5 regional clusters; and• Reviewing models for sponsors and banks including a Liquid Natural Gas (LNG) projects in Nigeria, with $100 billion of revenue over 20 years, power generation in Qatar and Pakistan and the Emirates Stadium.

Financial analyst to the finance director focussing on market share and cashflow analysis and reporting for this fast growing company, including a year spent travelling around the world.

Reporting to parliamentary select committees on the value for money review of the privatisation of Railtrack, The Stationery Office (TSO), rolling stock leasing companies, British Rail’s maintenance companies and the first three rail franchises. Undertaking statutory audits of HMRC, Metropolitan Police and the Valuation Office.
