Appointed by President Obama and confirmed by the US Senate, served as Assistant Administrator for the Office of Water. Working with EPA Administrator Lisa Jackson, responsible for the nation's water and wastewater programs. Responsible for overseeing the 10 EPA Regional offices and the Office of Water's annual budget of $10 billion. Managed major watershed management programs such as the Mississippi River, Great Lakes, Chesapeake Bay, Florida Everglades and Coral Reefs.

Greater Los Angeles Area

Serving as Senior Policy Advisor, represented MWD in policy and technical matters related to the lower Colorado River (CR), and worked with other southern California agencies such as the IID, CVWD and SDCWA. Also worked extensively with other state agencies such as CAP and SNWA and federal agencies including the BOR and IBWC. Took the lead in an advancing state and federal initiatives to develop binational agreements with Mexico on operations of the CR system. Was appointed by Governor Schwarzenegger to the multi-state CR Salinity Control Forum.

Sacramento, California Area

Appointed to the SWRCB as the Registered Civil Engineer in 2000 by Governor Gray Davis and reappointed in 2004 by Governor Arnold Swarzenegger. Served as Vice-Chair of the Board for the full term of six-year appointment. Worked with the Board members and staff to provide policy direction to the work of 1700 staff at the Board and nine Regional Water Quality Control Boards. Acted in capacity of administrative law judge in hearing water rights cases. Lead the Board work requiring engineering expertise as well as any binational efforts with Mexico.

Ciudad Juarez, Mexico

Worked with the Mexican GM to implement the Board's policy direction in guiding the work of the agency in the U.S. and Mexico. Represented U.S. interests in agency's efforts through guidance from U.S. Board members and the U.S. State Department. Worked directly with U.S. and Mexican federal legislators on the policy implementation of the agency's work in the two countries. Worked with local, state and federal agencies in both countries to provide financial assistance in implementation of nearly $1.5 billion of water and wastewater infrastructure projects.

Greater San Diego Area

In managing the Water Production Division, oversaw the O&M of ten dams and reservoirs and three major water treatment plants with a capacity of 300 mgd to provide drinking water to 1.5 million residents. Supervised a staff of 270 employees in 12 different sites and a number of different classifications. Developed and managed the Division's $100 million annual budget. Assisted the Department Director on formulation of water policy and interaction with other water agencies in the area.

Greater San Diego Area

Supervised 32 City staff and nearly 100 consultant staff in innovative program management effort. Oversaw the work of the consultant staff related to the Program's facilities planning effort, as well as pre-design, design and construction management work. Provided technical assistance to the support the City's bonding efforts to provide $1.5 billion in wastewater infrastructure. Worked with City and consultant staff to develop innovative MSCP to support the Program's Programmatic EIS.

Greater San Diego Area

Under supervision of the main El Paso office, managed the San Diego office of IBWC. In coordination with Mexican counterpart, responsible for resolution of disputes arising along the California/ Baja California border related to water and boundary issues. Monitored major border pollution issues in the areas of San Diego/Tijuana and Calexico/Mexicali. Prepared and presented technical reports to the IBWC Commissioner to be used as part of policy formulation in international context of agency's work.Participated in high-level diplomatic meetings as part of U.S. delegation.

Greater San Diego Area

As staff engineer, wrote state and federal permits for all types of discharges. Performed monitoring of dischargers, both through review of reports and through field inspections. Worked with other Board staff in enforcement actions as required. Prepared and presented written and oral reports to the Regional Board as part of overall duties.

Greater San Diego Area

Worked as staff engineer in improvements and upgrades to existing District water and wastewater facilities. Served as PM on planning, design and construction of new District projects. Provided technical assistance to field operations staff in resolving issues as they arose. Interacted with regulatory agencies in support of District's wastewater plant. Prepared and presented technical reports to the Board as required.
