Citizens Climate Lobby is a grassroots national (and international) organization that advocates and lobbies for federal legislation to reduce carbon dioxide and methane emissions. CCL proposes a fee on hydrocarbon production to be levied on coal, oil, and gas companies, based on the amount of CO2 that will be emitted upon combustion. The monies are to be distributed as a dividend to every household in the country. CCL has a non-partisan approach, asking both Republicans and Democrats to support the fee-and-dividend proposal.
