Project Manager for the FirstNet in Oregon program. Providing support for the development of the Nationwide Public Safety Broadband Network (NPSBN) in the the state of Oregon.

Responsible for management and technical oversight of the State Broadband Initiative: Broadband Mapping Project. The project was funded via a two million dollar federal grant established by the American Recovery and Reinvestment Act, administered by the National Telecommunications & Information Administration (NTIA).

Over a period of six years I performed the role of GIS expert at Telecom Transport Management assisting the company with market assessment, network design, and data management. As the resident GIS expert I supported sales, engineering and deployment teams, both directly, and by mentoring staff in the use of geeospatial technologies. In aid of these activities I established data acquisition and management workflows and created applications to enhance business practices. Two such applications are:-- Microwave Network Design Tool A GIS based model that automates the layout of wireless back-haul networks based on physical landscape characteristics and the cellular tower infrastructure for a selected geographic area. Characteristics considered include: tower height, line of sight (LOS) between locations, LOS obstruction, and other site characteristics. The tool was designed for ease of use by engineering and sales teams and employed for fast market viability testing and initial network designs.-- Network Schematic Tool A GIS based application that takes network design information from the engineering database and creates non-geospatial, topologically correct schematic diagrams of the current state of microwave and fiber networks. The schematics were made available to technical and non-technical staff providing easily understand and intuitive network representations.
