Bill Payne was raised and educated on Chicago’s Southside. After graduating from the Illinois Institute of Technology with a Bachelor’s Degree in Electrical Engineering, he joined International Business Machines as a sales representative.While developing his business skills, he served as an artillery officer in the Illinois National Guard and earned a Master’s Degree in Business Administration from the University of Chicago. During his IBM career he was assigned and excelled at a variety of line and staff management roles in both the United States and Europe.After 42 years with IBM, Bill retired and shortly afterwards moved with his partner, Ms. Jacqueline Chatmon, a former banking executive, to Cape Charles, Virginia, in 2006. He has four children: Kelli, Winston, William and Morgan.More recently, as owner of Practical Business Solutions he consults with small business owners in Hampton Roads, Virginia, helping them identify and achieve their personal and strategic business goals.
